Family not property - Redefine Pet Status in NYS

Family not property - Redefine Pet Status in NYS
The Issue
We are heartbroken over the tragic loss of our beloved dog, Kane, due to what we believe was clear negligence by Vestal Veterinary Hospital. Rather than taking responsibility, the facility handed us a bill and an apology. Sadly, Kane is not the first pet to suffer at the hands of this hospital, and this experience has revealed a deeply troubling issue in our legal system: in the eyes of the law, our cherished companion was treated as mere property.
To our family—and to countless others across New York—pets are not just animals. They are beloved family members who share our lives, comfort us in difficult times, and bring us immeasurable joy. The outdated legal classification of pets as property fails to reflect the emotional bond we share with them and the essential roles they play in our households.
This isn’t just our story. According to a 2021 survey by the American Pet Products Association, more than 90 million families in the United States own pets, with the overwhelming majority considering them part of the family. Yet, under current New York State law, pets are treated the same as inanimate objects like furniture or appliances—making it difficult to hold individuals or institutions truly accountable in cases of veterinary malpractice, abuse, or negligence.
We believe it’s time for New York State to lead the way in rethinking how pets are viewed and protected under the law. We are calling on lawmakers to introduce legislation that:
- Redefines companion animals as sentient beings and family members—not property;
- Establishes stronger legal protections and remedies in cases of veterinary negligence, abuse, or wrongful death;
- Recognizes the emotional and societal value of pets in our lives.
By modernizing the legal status of pets, New York can set a precedent for compassionate, common-sense policy that reflects the values of its residents. Please join us in advocating for this change. Sign this petition to urge New York State legislators to recognize pets for what they truly are—beloved family members who deserve dignity, protection, and justice.
Together, we can make sure no family has to endure the heartbreak of losing a pet without legal recourse or recognition.
