FALCON POINTE DISC GOLF PROTECTIONS & RECREATION PRESERVATION
The Issue
Falcon Pointe’s disc golf course at Central Park creates urgent safety and security risks for neighboring residences, trail users and all other concurrent recreation within the park.
The poorly planned re-design mixed with “enthusiast” social media marketing invites many unwanted and illegal behaviors into the Falcon Pointe community. This establishes a liability for Falcon Pointe, the City of Pflugerville and homeowners due to increased trespassing, alcohol/drug use on property, public urination, littering, theft, ecological damage, harassment/targeting of homeowners, school safety, parking and overall detrimental effects on our community.
The recent changes, along with a series of improper approval processes, have resulted in an “experiment gone bad” as it relates to safety, well-being, and quality of life for the community. Issues reported by residents include, but are not limited to, a vast array of illegal activity, problematic behaviors and damage to our beautiful greenspace.
- Poor Course Design: Amateur course design ignores course development best practices as set by the PDGA (Professional Disc Golf Association) and other global course development agencies.
- Neighboring Residences: Course development professionals recommend buffering and/or spatial separation between the course and adjacent neighbors. The distance recommended by national sources is 50 - 100 feet from edges of play to existing uses. This is considered highly important. Many holes of this course provide 0 feet as a buffer, impacting residences on a daily basis.
- Alcohol: Public intoxication has been observed throughout the course, as well as openly drinking and driving in conjunction with disc golf.
- Drug Use: Marijuana use by players near children, schools and community
- Restrooms: Public urination by grown adults witnessed regularly, near passersby and in close proximity to homes. The only suggestion from an HOA rep is a Porta Potty “located somewhere around the pond or the back by the retention area.” Increased complaints of unpleasant smells reported.
- Trash: Exponential increase in litter (beer cans, drug paraphernalia, other trash).
- Trespassing: Players often jump fences into yards, peering into homeowner windows, and use disc retrievers in planting beds, yards and rooftops.
- Theft: Theft of homeowner security camera and other theft (discs) reported by players themselves
- Animal Control Violations: Multiple non-resident players allowing dogs to run unleashed throughout parks, trails and recreational areas while kids and residents use shared space in close proximity.
- Motorized Vehicle Violations: Misuse of motorized vehicles (golf carts) by players on greenbelt, trails and throughout the park.
- Trail Conflicts: The current course overlaps the Central Park Trail, and as a result, there is a high level of traffic, congestion, trail conflict, and danger to park users.
- Trail Safety and Liability: Dangerous risks exist along popular trails, blind corners where discs are thrown impacting walkers, bikers, fishing, and other recreation.
- Trail Degradation & Cost: Damage to greenbelt and gravel trail due to improper and overuse. HOA pays for ALL the grounds upkeep, all the way to school property lines (to Kelly Lane & front of Hendrickson HS). Any damage impacts Falcon Pointe's finances negatively. The city will not fix it.
- Trail Ecological Damage: Ecological damage from players hitting and climbing trees, breaking limbs, throwing giant rocks into trees for disc retrieval, disturbing wildlife & posing serious risks to passersby. Unapproved course signage screwed directly into multiple trees.
- Greenbelt & Trail Overuse: Environmental degradation has occurred as a result of overuse, and includes loss of grass cover, damage to trees, and overall property damage. This issue has been exacerbated by the “stacking” of users, where groups of players are waiting to play.
- Disturbance to Homeowners: Players ignore "Do Not Disturb" signage, bang repeatedly on doors and ask homeowners to use ladders if discs are lost within property or on rooftops.
- HOA Rule Violations: Repeated entry into pond, disturbing wildlife, fishing by non-resident players
- Noise Disturbances: Conversational yelling between players and loud personal radios
- Hours of Operation: Disc Golf occurring outside of park hours, including after dark.
- Night Disc Golf: Regional / local disc golf players have played and advertised more “night golf” tournaments via social media with Falcon Pointe suggested as prospective host
- Unregulated Group Size: Large groups (10-14 players), without masks and no social distancing of others during COVID pandemic. (Travis and surrounding counties closed disc golf courses.)
- Antagonistic Culture: Homeowners who raise concerns around illegal activity are met by the disc golf community with antagonism, social bullying or dismissive language devaluing concerns.
- Pedestrian and Driver Risk: Players crossing Lone Star Blvd fail to use any crosswalk. This creates a dangerous risk for serious injury to pedestrians and risk to drivers.
- American with Disabilities Act Compliance: No effort is made by course designers to accommodate individuals with disabilities.
- Player ‘Skins’ / Gambling: Weekly tournaments held in our community marketed online to communities from South Austin-Georgetown with no permit required, no rules posted or regulations.
- Player Conflict: Players creating an argumentative climate using excessive & loud profanity due to match disagreements.
- Unauthorized Signage: Hole #1 “sponsored by Palm Harbor Homes” (manufactured/mobile home distributor) with zero investment in our community.
- Unregulated Fundraising: Fundraising for cement tee boxes, signage and add-ons to the course unregulated/unauthorized without proper approvals; Furthermore, without proper community input.
1) We formally request immediate removal of disc golf holes #10-18 south of Lone Star Ranch Blvd (private property). This largely removes liability and management responsibility from Falcon Pointe HOA. It preserves a safe space around the pond for walking, biking, fishing, and playing with significantly less destruction of trails. Removes risks of flying objects into shared space & keeps green spaces from being overrun by unwanted activity. Most importantly, it aims to prevent escalation of more serious crimes, in an unregulated area, un-patrolled & not within the jurisdiction of city parks department or law enforcement.
2) We further request protection for homeowners north of Lone Star Ranch Blvd near holes #1-9, establishing a minimum distance for tee boxes and holes to be placed no closer than 100ft from private yards along course, to ensure security and safety risks are mitigated near homes. Any issues that do arise in this area (city owned Central Park) will be the sole responsibility of Pflugerville PD and Pflugerville Parks & Recreation. City approved & provided signage outlining disc golf rules must be posted (NO public intoxication, drug use, littering, public urination, trespassing etc) and will be strictly prohibited & enforced by law.
