Fairness for Current Cadets: Extend TIS for current Army G2G ADO Cadets

The Issue

We call on Congress to urgently amend the National Defense Authorization Act (NDAA) to extend Time-in-Service (TIS) recognition to all participants of the Green to Gold Active-Duty Option (G2G ADO) program. This amendment is essential for ensuring fair treatment and upholding the commitments made to both graduates and current cadets. While the Army has rightly acknowledged TIS for past graduates, the current cadets, who enrolled with identical promises, now confront an uncertain future regarding their TIS credit, which is vital for their military pay and retirement benefits.

The G2GADO program has, since 2004, provided a path for enlisted Soldiers to become commissioned officers, with the distinct advantage of counting their cadet time towards active federal service. In September 2023, the US Army Cadet Command Inspector General's announcement suddenly challenged this expectation, casting doubt on the TIS for G2G ADO participants and marking a stark departure from established practice.

Compounding the issue, these current cadets had to sign counseling acknowledging the potential loss of their TIS after making significant life alterations — halting careers, relocating families, and utilizing GI Bill benefits. This situation has placed them in a difficult and unfair position, altering the trajectory of their military careers and future.

The impact of this uncertainty extends beyond individual careers. Soldiers in the G2GADO program are crucial in influencing students to consider military service and provide exceptional mentorship within the ROTC, leveraging their experiences to professionalize traditional cadets. Their ability to serve effectively in these roles is compromised if they perceive a breach of trust by the Army.

Congress can rectify this situation by amending the NDAA to recognize TIS for all G2G ADO participants and demonstrate respect for these soldiers' dedication and sacrifices.
