Petition Seeking Transparent Verification of Assam NEET UG 2026 State Merit List

Subject: Request for Verification of PRC and 3 rd generation annexure for state -Quota Eligibility and Transparency in the Assam NEET UG 2026 State Merit List

We, the undersigned students, parents, and concerned stakeholders, respectfully request the concerned authorities to conduct a transparent and comprehensive verification of the Assam NEET UG 2026 State Merit List.

Several issues have come to our attention which require clarification in the interest of fairness, transparency, and equal opportunity for all eligible candidates.

1. Inclusion of Candidates Based on Appearance in Assam

An earlier list/information released by the Directorate of Medical Education (DME), Assam, contained information regarding the number/list of students who appeared for NEET UG from Assam.

It is important to clarify whether appearing for the NEET UG examination from an examination centre in Assam was treated as a basis for inclusion in the Assam State Merit List.

Appearing for an examination in a particular state and being eligible for that state’s State Quota are not necessarily the same criteria. Therefore, we request the authorities to clarify the exact eligibility criteria used while preparing the Assam NEET UG 2026 State Merit List.

2. Candidates Appearing in Merit Lists of Multiple States

It has also been observed that certain candidates whose names appear in the Assam NEET UG 2026 State Merit List also appear in merit lists of other states, including, but not limited to:

Arunachal Pradesh
West Bengal
Maharashtra
Rajasthan
Odisha
The mere presence of a candidate’s name in more than one state’s merit list does not, by itself, establish any irregularity. However, such cases warrant proper verification to determine the basis on which the candidate has been considered eligible for the respective State Quota.

We therefore request the authorities to cross-verify such cases and clarify whether the candidates satisfy all applicable eligibility requirements for Assam State Quota.

3. Issue Regarding the Third-Generation Provision

A further concern relates to the recently introduced/clarified third-generation provision applicable to Assam.

If candidates qualifying under the third-generation provision were subsequently identified or added to the merit list after additional verification, it raises an important procedural question regarding the preparation of the earlier merit list.

In particular, clarification is required regarding:

When the initial merit list was prepared;
What eligibility criteria were applied at that stage;
When and how candidates under the third-generation provision were subsequently included; and
On what basis the State-Quota eligibility of candidates appearing in the initial merit list was verified before such subsequent additions were made.
4. Request for Comprehensive Verification PRC and 3 generation annexure and all the counselling related documents 

In view of the above concerns, we respectfully request the authorities to conduct a comprehensive verification of the Assam NEET UG 2026 State Merit List, particularly with respect to:

State-Quota eligibility of every candidate;
Applicable domicile/residency/PRC or other eligibility requirements;
Whether appearing for NEET UG from Assam was incorrectly treated as equivalent to State-Quota eligibility;
Candidates appearing in both the Assam merit list and the merit lists of other states;
Candidates included under the third-generation provision; and
The exact criteria and documents used for preparation and verification of the State Merit List.
Our Requests

We respectfully request the concerned authorities to:

1. Conduct a transparent re-verification of the Assam NEET UG 2026 State Merit List.

2. Cross-verify candidates appearing in both the Assam merit list and other states’ merit lists to determine their respective State-Quota eligibility.

3. Publicly clarify whether appearing for NEET UG from Assam was considered a criterion for inclusion in the Assam State Merit List.

4. Publish/clarify the applicable eligibility criteria and the official notifications/orders relied upon while preparing the merit list.

5. Clarify the timeline and procedure through which candidates under the third-generation provision were identified and included.

6. If any candidate is found, after due verification, to be ineligible for Assam State Quota, take appropriate action in accordance with the applicable rules and revise the merit list if required.

7. Ensure that the counselling and seat-allocation process is conducted only after adequate verification of State-Quota eligibility, so that genuinely eligible candidates are not deprived of their rightful opportunity.

Conclusion

This petition is not intended to target or accuse any individual candidate. We are only requesting a fair, transparent, and rule-based verification process.

NEET UG State Quota seats are highly competitive, and even a small number of incorrectly included candidates can potentially affect the opportunities available to other eligible candidates.

We therefore respectfully request the concerned authorities to examine these issues objectively, conduct the necessary verification, provide appropriate clarification, and take corrective action wherever required under the applicable rules.

We seek transparency, equal treatment, and a fair counselling process for all eligible NEET UG 2026 candidates in Assam.
