Fair and Consistent Enforcement of Septic Inspection Requirement in Pierce County

The Issue

We, the undersigned residents of Lake Minterwood, recently received notices requiring septic system inspections, under WAC 246-272A-0240.

While we support responsible septic maintenance, we have serious concerns about the uneven enforcement of this regulation. Many property owners in surrounding neighborhoods—and even within the same city—have not received similar notices, despite the requirement being in place for over a decade.

This selective application creates confusion, financial strain, and the perception of inequity. We are requesting:

  • A clear explanation of why certain neighborhoods were targeted for enforcement while others were not. 
  • A public release of the county’s full implementation and enforcement plan, including timelines.
  • Reasonable compliance options, such as extended deadlines or phased enforcement, applied uniformly across the county.

We urge the Pierce County Environmental Health Department and Pierce County Council/Board of Health to ensure fair, consistent, and transparent application of WAC 246-272A-0240.
