CO2 emissions are a big problem through out the country. I believe that there should be a limit to the amount of pollution that factories are allowed to produce.  The limits would be determined based on the size of the factories. This is necessary to help stop climate change and make Illinois a safer place to live. According to the U.S. Energy Information Administration, in 2017 the United States released 5.1 billion metric tons of carbon dioxide relating to energy purposes. This is a huge problem and should be stopped.
