We became aware that Lower Valley Water District has applied to the Texas Commission on Environment Quality (TCEQ) for the proposed Texas Pollutant Discharge Elimination System (Mesa Del Norte Water Sewer Treatment Plant.) The plant will be in our small town and will process 900,000 gallons of sewer water daily. We, the community, have had several meetings with the Lower Valley Water District but have yet to be successful. We request opportunities for our residents to voice their concerns.
The placement of the Mesa Del Norte Wastewater Treatment Plant will jeopardize the health, safety, and overall quality of life of the residents of Fabens. Property values would decrease with the placement of the wastewater treatment plant facility within the Fabens community. The nearest home to the proposed water sewer treatment plant is 254 feet. The wind blows from the southwest toward town, so any odors will spread to most of the town. The proximity to the railroad track is of concern for the ground vibrations.
Fabens, TX, is an unincorporated area with minimal government structure and a disadvantage for residents.
Based on datausa.com, "30.2% of the population for whom poverty status is determined in Fabens, TX (1.65K out of 5.46K people) live below the poverty line, a number that is higher than the potential average of 12.6%.
BUT
What is Fabens, TX? Fabens, TX, is approximately 30 miles outside EL Paso, TX. Our town boasts a unique distinction, the gift of cleaner air without pollution. Local farmers contribute to the pristine air quality of our pecan trees, cotton fields, and many other agricultural harvesting fields. Fabens is known for its unique and innovative local business that contributes to the town's character.
Local businesses or startups can contribute to the town's character, drawing people from all over Texas and the USA. Our locally harvested honey and Cattleman's Steak House was named one of the top 10 best in America. Many famous movies have been filmed, not just in our local steak house but in our town due to its distinct architectural buildings. 13 movies have been filmed, including "The Getaway" and "Glory Road." We are also part of the San Felipe Park and off-roading park.
In the heart of our small town lies a hidden gem, and we NEED YOUR HELP. We now have a GoFundMe account to help cover attorney fees. Any and all donations are greatly appreciated.

We are not against the wastewater treatment plant but of the location. Please review a map of all the land Lower Valley Water District possesses, yet they want to build the sewer plant in our town.
THANK YOU
