My sister, like countless others, passed her theory test but has been unable to book a practical driving test due to individuals bulk purchasing test days and selling them at exorbitant prices of £500 and more. It's a heartbreaking scenario that has left many learner drivers in a difficult situation with their theory test validity expiring. The current policy requires retesting if the practical driving test is not completed within 2 years of the theory. This causes unnecessary stress and expense to those affected.

The Department of Transport asserts the two-year limit ensures that a driver's knowledge is current (Source: Department of Transport). However, these are exceptional circumstances we find ourselves in due to the COVID-19 crisis. Bulk buying has caused a significant backlog in practical test bookings, making it near impossible for regular learners to secure a spot.

We propose to extend the theory test validity from 2 years to 3 years, which will allow time for the backlog to clear and give learners a fair chance to take their practical test without having to redo their theory.
