Extend the 48-Hour Hold Law for Animals in Pennsylvania Shelters
The Issue
I, like many others in my town of Pennsylvania, have experienced the heartbreak of losing a beloved pet due to the current 48-hour hold law upheld by humane societies and shelters. The most recent devastation goes to the family of this pug named Miyah. Miyah was held for a mere two days before being adopted out, leaving them no chance to recover her. This story is not unique; many others have lost their 'fur babies' due to this restrictive timeframe including me.
The existing law stipulates that shelters can legally adopt out animals after holding them for only 48 hours. This short window often does not provide sufficient time for owners to locate and reclaim their pets. According to American Humane, one in three pets will become lost at some point during their life. Yet with such a brief holding period, reunification becomes increasingly difficult and sometimes impossible.
We propose an extension of this hold period from 48 hours to at least five days. This would give pet owners more time to find their missing companions and prevent premature adoptions.
This change is not only beneficial for distraught pet owners but also aligns with best practices recommended by animal welfare organizations nationwide. The Association of Shelter Veterinarians recommends a minimum stray hold period of five days.
