Expression of No Confidence in Mayor Helen Blackburn
To the Chief Executive Officer and Councillors of Bundaberg Regional Council
We, the undersigned residents and ratepayers of the Bundaberg Region, express our lack of confidence in the leadership of Mayor Helen Blackburn.
Our concerns relate to Council's financial decisions, increasing costs imposed on residents and community organisations, transparency, community consultation and the opportunity for significant community concerns to receive open consideration by Council.
In particular, petitioners are concerned about:
- The increase in the Community Rent Rate from $182 to $451 for the 2026–27 financial year;
- The cumulative impact of increases in rates, fees and charges on residents, businesses and community organisations;
- Transparency surrounding Council's financial priorities and decisions;
- The adequacy of consultation with residents and affected community organisations; and
- The handling of attempts within Council to reconsider decisions that have generated significant community concern.
Petitioners believe significant financial decisions affecting the community should be subject to transparent consideration, meaningful debate and appropriate public accountability.
We therefore request that Bundaberg Regional Council:
1. Formally receive and acknowledge this petition.
2. Publicly address the concerns raised by petitioners.
3. Provide appropriate opportunity for these matters to be considered openly and transparently by Council.
4. Consider whether a Councillor should bring forward a formal motion concerning confidence in the leadership of Mayor Helen Blackburn in accordance with applicable Council procedures and Queensland law.
By signing this petition, petitioners are expressing their own lack of confidence in the Mayor's leadership and requesting democratic consideration of the concerns outlined above.
