Expand Flexible Spending Accounts to Include Pet Care and Boarding Expenses

The Issue

Flexible Spending Accounts (FSAs) are a valuable tool that allow individuals to set aside pre-tax dollars for qualified expenses. These accounts provide much-needed financial relief for families facing health and childcare costs, but unfortunately do not currently cover pet care expenses. We believe it is time to expand the eligibility of FSAs to include pet care and boarding expenses, recognizing the significant role pets play in our lives and their impact on our overall well-being.

Pets Improve Our Health:  Numerous studies have shown the positive effects of owning pets on our physical and mental health. According to the Centers for Disease Control and Prevention (CDC), pets can help lower blood pressure, cholesterol levels, and feelings of loneliness or depression. The American Heart Association also acknowledges that owning a pet may reduce the risk of heart disease.

Financial Strain:  Pet ownership comes with various costs such as routine veterinary care, vaccinations, medications, grooming services, and even emergency treatments. These expenses can quickly add up and become a financial burden for families. Allowing FSAs to cover these costs would alleviate some of this strain while promoting responsible pet ownership.

Similar Eligible Expenses:  FSAs already cover certain medical expenses related to dependent care such as childcare services and eldercare assistance. By expanding FSA eligibility to include pet care expenses, we would be treating pets as valued members of our families who deserve access to quality healthcare.

Growing Pet Ownership Rates:  The number of households with pets has been steadily increasing over the years in the United States alone. According to the American Pet Products Association (APPA), approximately 67% of U.S households own at least one pet in 2020 compared to 56% in 1988, highlighting the trend towards increased pet ownership.

Supportive Public Opinion:  A recent survey conducted by Harris Poll found that 95% of pet owners consider their pets to be members of the family. Furthermore, 66% of respondents agreed that pet care expenses should be eligible for tax benefits, such as those provided by FSAs.

By expanding the scope of FSAs to include pet care expenses, we can alleviate financial burdens on families while promoting responsible pet ownership and recognizing the importance of pets in our lives. We urge policymakers and relevant authorities to take action on this matter promptly.
