Expand FDA Regulation of Hair Products Marketed to Black Women

The Issue

A new study found that 41 out of 43 tested hair extension products contained hazardous chemicals — including substances linked to cancer, hormone disruption, and reproductive harm.

These products are widely marketed to Black women and girls.

For many, braids and extensions are protective styles — a way to care for natural hair and avoid harsh relaxers. But research now suggests that some of these products may expose users and salon workers to toxic compounds through the scalp, skin contact, and heat styling.

Even more troubling: many of these products do not list chemical ingredients on their packaging.

Black women should not have to choose between cultural expression and their health.

We call on Congress to pass stronger cosmetic safety laws, including the Safer Beauty Bill Package, and we urge the FDA to expand and enforce regulation of hair extensions, braiding hair, wigs, and other products disproportionately marketed to Black women.

This includes mandatory ingredient disclosure, independent safety testing, and the removal of chemicals linked to cancer and reproductive harm.

Health equity means equal protection under the law. It is time to close the regulatory gaps that allow toxic chemicals into everyday beauty products.

Our communities deserve transparency, accountability, and safer choices.
