

Expand Dog-Friendly Access and Housing Rights in Vancouver and Across Canada
The Issue
Canada is widely known as a compassionate, progressive nation that values kindness toward animals. Canadians frequently describe themselves as animal lovers and pet-friendly people. Yet, in practice, many of our laws and local policies still make it difficult for residents to live comfortably with their dogs , who are, for many, beloved members of the family.
In Vancouver and other Canadian cities, the majority of apartment buildings and rental properties prohibit dogs or impose restrictive conditions that make pet ownership nearly impossible for tenants. This creates unnecessary stress for responsible pet owners, limits housing choices, and can even lead to the heartbreaking decision of surrendering a pet simply because of housing rules.
At the same time, dogs are often not allowed in many public spaces, including restaurants, cafés, shops, and public transit. This stands in contrast to many European countries such as Greece, Germany, and France, where well-behaved, leashed dogs are welcome in a variety of public places without issue.
It is time for Vancouver, and Canada to modernize its approach to reflect the deep bond between people and their pets.
Petition Statement:
We, the undersigned, respectfully urge municipal and provincial leaders to review and modernize existing regulations to create a more inclusive, pet-friendly society. Specifically, we call for the following actions:
Require residential buildings, including apartments and rental properties, to allow dogs, with reasonable conditions such as leash, noise, and cleanliness rules. Pet ownership should not be a barrier to finding a home.
Permit leashed and well-behaved dogs in designated public areas, such as cafés, restaurants (especially patios), retail stores, and select indoor public spaces, at the discretion of business owners and public health authorities.
Allow dogs on public transit, provided they are leashed, crated, or muzzled when necessary for safety.
Develop clear hygiene and conduct standards to ensure public comfort and safety while encouraging responsible pet ownership.
Encourage and recognize dog-friendly businesses and landlords through certification or incentive programs, strengthening the connection between communities, pets, and local economies.
Rationale:
Pets are family members, not property. Excluding them from homes and public life causes emotional and practical hardship.
Inclusive pet policies promote mental health, social connection, and community well-being.
Evidence from other countries shows that dog-friendly policies, when responsibly managed, do not increase public health risks.
Encouraging pet-friendly housing and spaces supports local businesses, tourism, and a stronger sense of belonging in urban environments.
