We, the undersigned, respectfully demand that the State of New York and the MTA revise the current congestion pricing plan to exempt New York City residents—particularly those living within the congestion zone—from being unfairly charged.

As residents of the five boroughs, we are deeply concerned that the current congestion pricing structure imposes unnecessary financial burdens on New Yorkers who:
- Live within the designated congestion pricing zone (below 60th Street in Manhattan), and
- Park their vehicles within the zone, and
- Use their cars only to exit the city (e.g., via the West Side Highway, FDR Drive, tunnels, or bridges), not to commute or drive within Midtown Manhattan.

The current blanket toll policy fails to differentiate between vehicles contributing to congestion and those simply leaving the city. This lack of nuance results in residents being double-charged—once to leave their neighborhood and again on bridges or parkways like the Henry Hudson or RFK Triborough. This is neither equitable nor consistent with the stated goals of the program.

We request the following changes:
1. Exempt NYC residents from congestion pricing when their travel patterns involve only exiting or re-entering the city without entering high-congestion zones.
2. Offer residential credits, discounts, or rebates similar to those in other cities with congestion pricing.
3. Reassess the tolling system to ensure it targets actual congestion generators—such as daily car commuters from outside the five boroughs—not city residents taking occasional trips outside Manhattan.

This petition is not a rejection of congestion pricing itself. We support efforts to reduce traffic and improve public transit. But city residents should not be treated as out-of-town polluters or penalized simply for living in Manhattan.
