Close down AVK Wine Palace in Indiranagar Service Road Residential area

The Issue

Draped in brevity, the admitted facts are that residents are in deep distress due to the existence of AVK Wine Palace in Indiranagar Service Road 3rd cross HAL 2nd stage Bangalore 560008.

Brazen consumption of alcohol in public places makes a complete mockery of the state excise policy which prohibits such an act. The wine store is located in Indiranagar which has an opening towards Double Road – Yogananda Parahamsa Road. The road is named after Swami Sri Yogananda Parahamsa, but despite that people don't respect the name of the person, and indulge in such malicious and unacceptable activities.

A number of people including minors are seen purchasing liquor openly, right outside the wine outlet throughout the day, which has gone unpunished due to due to glaringly lackadaisical attitude of the state excise department and city police. People in inebriated condition are seen misbehaving with children and women residing in the surrounding area. Minors buying liquor from the store grope teenage girls during late evening is a very common scene in this area.

This wine shop situated in residential locality, in close proximity to school, temple and hospital has increased the problem manifold. There have been several complaints from the residents from different parts of the same area including 10th cross and 5th cross where drunkards were causing problems for residents including females and kids.

The increase of police presence for the sake of imposing fine on people with alcohol (Public nuisance) is not only an unfeasible option but also a waste of city resources. Our law enforcement is already stretched and this cannot be policed too. Moreover, people must not consume liquor publicly and so, designated permit rooms have been assigned for drinking. It is not unusual to witness ugly scenes around such liquor shops especially after 7PM every day. We have merely asked the license holders to monitor all such activities though all in vain.

Shops selling cheap liquor on wholesale basis without any monitoring have mushroomed in the state and this has heightened the problem of public nuisance caused by drunken people. In order to boost the sale, the license holder sell alcohol bottles without any restriction, even provide glass,water and cool drinks for free.

Unsurprisingly, irresponsible promotions like these are not permitted under alcohol licensing laws. We informed the local police about the breach that we had spotted, and thought it have'nt helped us in solving the problem.

The upshot is that this has become a standard practice for people who drink alcohol in public, and who fool themselves into thinking they are getting away with it. Those black colour plastic covers are generally stocked at liquor & grocery stores in order to provide a modicum of protection for glass bottles against impact when they are packed together.

People after consuming outside the wine store, they dispose the plastic glass and bags out in the open littering the surrounding area. In this circumstances, I request you to close down the AVK wine store or shift the wine store out of this locality.
