Repeal the City of Euclid, Ohio's 46-year-old discriminative felony registry ordinance.

The Issue

The Euclid NAACP of NEO (National Association and Advisory Council on Policy Making) are asking you to sign the petition to Repeal the City of Euclid's Felony Registration Ordinance which requires ex-felons to register their names, addresses, criminal history, and other information as current or potential residents. If a resident or potential resident fails to do so under this law, they can be found guilty of a misdemeanor. Considering that the City of Euclid's population is approximately 60% black; it would exacerbate an already racially tense community as well as increase the probability of blacks being charged and convicted of a subsequent crime under this Ordinance as blacks are more likely to have been victimized in the judicial system by overcharging and mass incarceration.

Under Chapter 555, Section(s) 555.03 and 555.05, the 46-year-old ordinance, which was passed and signed into law in 1974 continues to add to the city's documented history of racial discrimination in housing, education, policing, and politics.  More egregiously, this law supersedes State Law requirements that only call for both sex and arson offenders to register with the municipality in which they reside.  

The City of Euclid, though established under Home Rule, by NOT repealing this law would apply undue burden on those previously convicted of crimes, so to prevent this Ohio law strikes this balance.  

Therefore, we need your help in ensuring that the City of Euclid Repeals Chapter 555, Section 555.03 and repeal or revise section 555.05 in accordance with repealing of Section 555.03.
