Establish the "Indigo/Parker Alert”:Save Missing Autistic & Vulnerable Children
The Issue
Every single day, parents like me live with a constant, hyper-vigilant fear that every autism parent understands. In a split second, a lock turns, a hand slips away, and a child wanders toward immediate danger. When elopement happens, time isn't just a factor,it is the difference between life and death.
When a neurodivergent child goes missing, they aren't running away. They are wandering toward a sensory trigger, water, or traffic, completely unaware of the peril they face. Yet under Canada’s current emergency management protocols, public emergency alerts like Amber Alerts are strictly reserved for confirmed criminal abductions. This leaves a terrifying, life-threatening gap for our non-speaking autistic children, individuals with intellectual disabilities, and seniors with dementia who wander into immediate harm without evidence of foul play.
The data reflects what we live through every day. Autism Canada recognizes that 49% of autistic children attempt to wander after age four, and over 70% of these incidents happen directly from a home or school with zero evidence of abduction. More than a third of autistic individuals who wander are non-speaking and completely unable to communicate their name or ask for help. Drowning is one of the greatest dangers, with research showing autistic children are 160 times more likely to die from drowning than the general population. Without a public broadcast system triggered early, law enforcement lacks the vital tool needed to mobilize communities when seconds count.
As a mother who advocates alongside hundreds of autism parents and caregivers, I refuse to sit quietly while our emergency response tools fail to protect how our children actually go missing. We are launching this petition to demand that British Columbia and the Government of Canada establish a dedicated public safety protocol: the Indigo/Parker Alert System.
This framework operates alongside existing Amber Alerts without diluting them, using targeted deployment criteria for vulnerable, non-speaking individuals missing under high-risk conditions. We call upon our leaders to enact provincial legislation in BC, empower law enforcement to deploy regional broadcasts during non-abduction crises, and lead the way toward a uniform national standard.
