Establish Independent Redistricting Commissions (Capstone Project)

The Issue

In a representative democracy, the integrity of electoral districts is foundational to fair governance. Yet, in many states, the redistricting process has been co-opted by partisan interests, allowing elected officials to entrench power through the deliberate manipulation of district boundaries, commonly known as gerrymandering. This practice not only distorts the electoral landscape, but also erodes public trust, weakens accountability, and marginalizes the voices of millions of American voters.


We are calling for a nationwide commitment to electoral fairness through the establishment of independent redistricting commissions in every state.


These commissions, composed of citizens rather than politicians, are a proven solution to the corrosive effects of gerrymandering. When properly designed, they create electoral maps that are transparent, equitable, and reflective of genuine communities of interest, rather than artificial political divides. Independent commissions reduce partisan bias, encourage competitive elections, and help ensure that every vote carries equal weight principles that are essential to the health of our republic.


Why This Matters Now

As we move further into the 21st century, the effects of gerrymandering have grown increasingly brazen. In many states, one party is able to secure a disproportionate number of legislative seats despite receiving fewer overall votes. This undermines the very idea of popular sovereignty and allows lawmakers to govern without true electoral accountability. When districts are drawn to protect incumbents or partisan majorities, voters are denied meaningful choices, and policies increasingly fail to reflect the will of the people.


This is not a theoretical problem. The consequences are visible in extreme policy polarization, stagnation in legislatures, and the disenfranchisement of racial, ethnic, and ideological minorities. Gerrymandering is a form of political gatekeeping that must be dismantled if we are to preserve a functioning democracy.


The Case of New York: Progress and Imperfection

New York offers a valuable case study in redistricting reform. In 2014, the state amended its constitution to create an Independent Redistricting Commission (IRC), tasked with drawing legislative and congressional districts based on 2020 Census data. The commission was designed to insulate mapmaking from direct partisan control by including an equal number of Democrats and Republicans, as well as mechanisms for public input and transparency.


However, New York’s experience has been mixed. While the commission marked a meaningful departure from the purely legislative-driven redistricting of the past, political gridlock and interference from the state legislature revealed flaws in the process. Ultimately, the courts intervened, rejecting maps that were deemed unfairly drawn. This highlights a critical truth: independent redistricting commissions must be not only established but carefully structured and protected from manipulation in order to function effectively.


Still, New York’s model is an important step forward. It demonstrates both the possibilities and the challenges of reform and it should serve as a blueprint for states currently trapped in cycles of extreme partisan gerrymandering.


What We’re Demanding

We, the undersigned, urge lawmakers at both the state and federal levels to:


Enact legislation mandating the use of independent redistricting commissions to draw state legislative and congressional maps.

Ensure that these commissions are truly nonpartisan, with clear criteria for membership that prevent conflicts of interest and promote demographic, geographic, and ideological diversity.

Require transparency throughout the map-drawing process, including public hearings, access to draft maps, and opportunities for meaningful community feedback.

Ban the use of political data or incumbent protection strategies in redistricting decisions.

Implement strong judicial oversight to review and, if necessary, invalidate maps that violate constitutional or statutory standards.

Our Vision

This petition is not just about drawing better lines on a map and it is about renewing the promise of representative government. It is about ensuring that voters choose their leaders, not the other way around. It is about protecting the constitutional principle of “one person, one vote” and creating a system in which elections are fair, competitive, and responsive to the needs of the people.


New York has shown that reform is both possible and necessary. Now it is time for the rest of the nation to follow suit.
