Establish Grayson, KY as a Trail Town and Legalize Off-Road Vehicles on Local Highways

The Issue

Off-roading has become more and more population through the years; in response, many states have passed legislation to incorporate all-terrain vehicles into highway use, similar to passenger cars.  There is various states that allow all-terrain/off-road vehicle of public roadways. 69% of states, allow ATVs on certain roads under certain conditions. Of those states, 63% have passed laws allowing or expanding ATV access on roads since 2004.

My family, friends, and I are passionate off-roaders living near two off-road parks located in Carter County, KY. Currently, we are unable to drive our All-Terrain Vehicles (ATVs) and Side-by-Sides (SXS) directly to the parks due to county regulations prohibiting their use on local highways. As a result, we are compelled to trailer our vehicles for distances as short as 1 miles to access the parks.

The off-roading community feels that if ATVs are fitted with safety features such as seatbelts, lights, brake lights, cages, and roofs, they are as safe as the majority of cars on the road. Off-roaders also agree that all-terrain vehicles are more safe than a street legal motorcycle; yet, Kentucky doesn't have a helmet law for street bikes.  

The off-roading community near Carter County would like to suggest the implementation of two issues. 

Firstly, we seek to legalize ATVs on local highways in Carter County that are adjacent to off-road parks. This change will not only offer convenience for off-roaders but will also potentially reduce traffic and pollution caused by towing vehicles.

Secondly, we advocate for Grayson, KY to be officially proclaimed as a Trail Town. This will increase our town's visibility, attracting more outdoor enthusiasts to our local parks. In turn, this could potentially boost our local economy and solidify the area's reputation as an off-roading hub. Some Kentucky towns already allow off-road vehicles on local highways; Carter County allows them on the highway in Olive Hill because it is a Trail Town; the city of Grayson is not included. Carter County has two lakes, 2 off-road parks, and a cave system. Other areas in Kentucky are also allow off-road vehicles that are within a certain distance from off-road parks. We would like to see Grayson become a Trail Town, as well as allow off-road vehicles on the local highways.

It is understandable for some to disagree with allowing all-terrain vehicles on highways; but there will be stipulations in place to help keep all motorist safe. For example, some states only allow UTVs to be operated on county roads, UTVs are not allowed on interstate highways. Several other states restrict UTVs to a speed of 45 miles per hour or less.  Also, most states require all-terrain vehicles to be street legal and be licensed and registered.

We believe that these changes will enrich the lives of the off-roading community in Carter County, while simultaneously promoting responsible outdoor recreational activities in the wider region. Please sign this petition and join us in our pursuit of enacting change for the better.
