Establish animal control services in Rains County

The Issue

In March, my daughter's service dog was stolen, and my search for him led me on a journey that exposed a heartbreaking reality. My dear friend, and professional dog trainer, and I discovered over 100 dogs living in unimaginable conditions between two streets and three homes in Rains County – some being hoarded, others wandering as strays. You can only imagine how many more are out there. This experience opened our eyes to a severe problem that cannot go unattended.  

The lack of animal control services and a funded shelter in Rains County is endangering both animals and residents. Stray dogs are not only at risk themselves, but they also pose public safety concerns, and the burden falls on self-funded volunteers like us. Our recently founded nonprofit rescue and sanctuary has become a haven for many of these animals, but operating solely from our homes without a proper facility is unsustainable and dangerous.

Rains County desperately needs established animal control services and a fully funded shelter to effectively manage and reduce the stray animal population. We propose the allocation of appropriate land, funding, and community involvement to build a shelter equipped to care for and rehabilitate these animals, eventually allowing for their adoption into loving homes.

Counties with established animal control services and funded shelters have successfully managed stray populations and improved public safety. According to the American Society for the Prevention of Cruelty to Animals (ASPCA), properly managed facilities decrease the number of strays by over 50% and increase public safety and community welfare. Implementing a similar model in Rains County could provide positive outcomes for both animals and residents.

We call upon the Rains County Council to recognize this urgent need and prioritize funding for a proper animal shelter and control services. By investing in these essential resources, we can ensure safer and more humane conditions for our stray animals and provide peace of mind for Rains County residents.
