The Department of Human Services (DHS) often attributes these behaviors to poor parenting, leading to devastating consequences such as removing children from their homes without addressing the root cause of the problem: children not fulfilling their responsibilities and taking advantage of the system.

It is heart-wrenching to see families torn apart based on the misconception that parents are always at fault when it's the children themselves who may be crying wolf. Without a formal demerit system, children are slipping through the cracks and continuing these behaviors without any real consequences. It's time to take a stand and implement a solution that holds children accountable for their actions while providing parents with the support they need.

I propose the establishment of a Child Offender Registry that documents repeat violations by juveniles. This registry would serve as a demerit system, recording offenses such as three criminal violations which would result in automatic inclusion. This transparent system would not only provide a deterrent for unwanted behaviors but also allow parents, law enforcement, and the community to better address and manage these issues collaboratively.

Moreover, an adult passport should be created for demerit submission to local law enforcement agencies such as the sheriff's office. This will ensure that instances of juvenile misconduct are brought to the attention of authorities efficiently and enable them to take appropriate action.
