The Issue

The Transformative Potential of a National Youth
Assembly in South Africa

South Africa –  In an era where youth
are increasingly recognised as pivotal to the nation’s progress, the
establishment of a National Youth Assembly in South Africa is poised to
bring about transformative change.
This initiative aims to empower young people by integrating their voices
into national decision-making processes.
As our nation evolves, it is essential to involve our youth in decision-
making. Establishing a Youth Parliament in South Africa is crucial
because it harnesses the innovative potential of the youth and ensures
their concerns and aspirations are directly addressed.
Key Impacts of a National Youth Assembly
1. Enhanced Youth Engagement
o Inclusion: The assembly will ensure the active participation
of young South Africans in political and social discourse,
leading to a more inclusive democracy.
o Active Citizenship: It will encourage young people to
engage more deeply with civic responsibilities, fostering a
generation of informed and proactive citizens.

2. Policy Relevance
o Youth-Centric Policies: With direct input from the youth,
national policies will more accurately reflect the needs and
aspirations of the younger generation, addressing critical
issues like education, unemployment, and mental health.
o Responsive Legislation: Legislators will benefit from the
insights and perspectives of young people, leading to more
effective and relevant laws.

3. Leadership Pipeline
o Future Leaders: The assembly will serve as a breeding
ground for future leaders, providing practical governance
experience and nurturing a cadre of young individuals ready
to assume leadership roles.
o Skill Development: Participants will gain invaluable skills in
leadership, negotiation, and public service.

4. Innovation in Governance
o Fresh Ideas: The inclusion of youth in governance will bring
new and innovative solutions to national challenges, driving
progress across various sectors.
o Dynamic Government: A government infused with youthful
energy and creativity will be more dynamic and responsive to
the needs of its citizens.
5. Increased Accountability
o Transparency: The assembly will act as a watchdog,
holding leaders accountable and promoting transparency
and ethical governance practices.
o Civic Responsibility: By involving the youth in monitoring
government actions, the initiative will foster a culture of
accountability and integrity.
6. Civic Education and Responsibility
o Democratic Principles: The assembly will enhance the
understanding and appreciation of democratic principles
among young people, leading to a more informed and
responsible citizenry.
o Active Participation: Youth will be better equipped to
participate in democratic processes, ensuring their voices
are heard and considered.

7. Social Cohesion
o Unity and Understanding: The assembly will promote unity
and understanding among young people from diverse
backgrounds, fostering tolerance and reducing social
divisions.
o Inclusive Society: By bringing together youth from different
communities, the initiative will contribute to building a more
inclusive and cohesive society.

8. Community Development
o Volunteerism: The assembly will encourage community
engagement and volunteerism among the youth, leading to
stronger and more resilient communities.
o Local Impact: Participants will be empowered to initiate and
support local development projects, driving positive change
at the grassroots level.

Open Proposal to Parliament and the Youth of South Africa
In alignment with these goals, the Melisizwe Mandela Foundation has
submitted an open proposal to the Parliament of South Africa and the
youth of the nation. The proposal, addressed to the Speaker of the
National Assembly, Ms. Angela Thokozile Didiza, outlines the need for a
formal debate on the establishment of a Youth National Assembly.
Key elements of the proposal include:
Constitutional Amendments: Proposing an amendment to
Section 42 of the South African Constitution to establish a Youth
National Assembly. This aligns with Section 42, which currently
describes the composition and functioning of Parliament,
emphasising the need for representation of all segments of society.
Current Section 42: "Parliament is the national legislature of the
Republic. It consists of the National Assembly and the National
Council of Provinces."
Proposed Amendment: "Parliament is the national legislature of
the Republic. It consists of the National Assembly, the National
Council of Provinces, and the Youth National Assembly."
Reallocation of the Youth Ministry Budget: Suggesting the
closure of the Minister of Youth position and reallocating the
budget to fund the Youth National Assembly. We wish to
emphasise that this proposal is not a critique of the current
minister's capabilities but rather a call for the youth to take charge
of addressing their own needs. We believe the current minister
should continue to focus on their important work as the Minister of
Women and Disability.
Financial Considerations: Recommending a reassessment of
MP salaries to support the funding of the Youth Assembly.
Democratic Representation: Integrating the Youth National
Assembly into South Africa's proportional representation
framework.
Request for Parliamentary Discussion: Calling for a debate in
Parliament, with participation from the Melisizwe Mandela
Foundation and youth representatives.

A Vision for the Future
The establishment of a National Youth Assembly represents a significant
step towards harnessing the potential of South Africa's youth. By
providing a platform for young people to contribute to national dialogue
and decision-making, the initiative will ensure that their energy, creativity,
and perspectives are integral to the nation’s development.
By embracing this vision, South Africa can pave the way for a brighter,
more inclusive future, where the voices of the younger generation are
not only heard but also shape the destiny of the nation.
