Establish a Dedicated Suicide Mobile Crisis Unit for Luzerne County, Pennsylvania
The Issue
When someone in Luzerne County is in suicidal crisis, the difference between life and death can come down to minutes.
Our county’s current mobile crisis team responds to a range of mental health issues but deploys in-person only when “indicated.”
This leaves many suicidal residents without an immediate, in-person response.
We can — and must — do better.
Luzerne County has seen a rise in suicide rates and emergency mental health calls.
However, the county’s current system does not guarantee an on-scene response for those at imminent risk of suicide.
A Suicide Mobile Crisis Unit (SMCU) would ensure that help always arrives — quickly, compassionately, and effectively.
A dedicated SMCU would:
Provide immediate, trauma-informed in-person response for suicidal crises.
Include a licensed clinician, peer support specialist, and EMT or medic on every team.
Integrate fully with the 988 Suicide and Crisis Lifeline, 911, hospitals, and EMS.
Offer post-attempt follow-up and safety planning to prevent repeat crises.
Reduce unnecessary emergency room visits and law enforcement interventions.
What We’re Asking For:
We, the undersigned residents and supporters of Luzerne County, call upon our local and state leaders to take immediate action to create a dedicated Suicide Mobile Crisis Unit.
We specifically ask that Luzerne County:
Develop and fund a Suicide Mobile Crisis Unit (SMCU) within 12 months.
Form a planning task force including lived-experience advocates, mental health professionals, 988 representatives, and hospitals.
Ensure transparency by publishing implementation timelines, budgets, and quarterly progress updates.
