We call on the Government and Parliament to create a statutory Contributors’ Oversight Board for the National Insurance Fund, giving those who pay National Insurance Contributions a formal voice in the Fund’s oversight.

This would strengthen accountability, reduce the operational disconnection from claimants highlighted by the Public Accounts and Constitutional Affairs Committee, and help ensure the Fund delivers for the people who fund it.

National Insurance Contributions fund the State Pension and other contributory benefits. Yet the people who pay those contributions have no independent seat at the table when the National Insurance Fund is overseen.

The Public Accounts and Constitutional Affairs Committee PACAC has repeatedly warned that the system can feel "disturbingly adrift"  from the real-world problems of the people it is meant to serve.

Greater transparency, stronger accountability and a clear voice for contributors would help restore the original "something for something" principle and protect the Fund for current and future generations.

Why this matters:
National Insurance is a contributory system. Contributors currently have no independent representation in the governance of the Fund that their payments sustain.

An Oversight Board of contributors and independent experts would improve transparency, scrutiny of administration and fraud/error performance, and long-term sustainability without removing parliamentary control.
