The conclusion and preferred approach of the Heritage Assessment is diametrically opposed to that of the Landscape Visual Assessment. Guess which assessment Highways is doggedly focusing on and which it ignores completely?
HA: "Considering the above, the removal of this bridge will cause harm to it as a non- designated heritage asset and the setting of both a designated and non-designated heritage asset. As such it is recommended that a sequential approach is adopted, taking the best case/most sensitive scenario as a starting point and working forwards from this base as necessary. The approaches are outlined below, with approach 1 as the preferred.
HA Approach 1:
The bridge is fully retained, and sympathetic repairs are undertaken which do not detract from the architectural interest of the structure. Should this approach not be viable then it will need to be robustly justified. All other alternative approaches will result in harm to heritage assets.'
LVA: ".....The new bridge proposal would constitute a minor change to LCA characteristic features as it is a replacement bridge of similar design and layout. In terms of scale and geographical extent, the impact will be limited to a small area of the LCAs and therefore the proposal is not of a scale to have a significant effect on the character of the wider landscape.
PLEASE WRITE TO OBJECT TO THIS PROPOSAL to say the Heritage Assessment recommendation has been ignored as well as the alternative Morton Partnership proposal to repair and strengthen the bridge BY NOV 22ND
