Large areas of hard standing either end of proposed replacement bridge

The pink areas on Essex Highways drawing of their proposed replacement bridge are labeled 'Hard Standing Area'. No explanation has been given for the huge areas of hard standing on the north east end and south west of the bridge.  Perfect parking spots?
