To: Attorney General Eric Holder, ask the U.S. Dept of Justice to open a federal investigation into the multiple unsolved murders in Paris Texas and the apparent cover up in one of those cases.

The Issue

In the past twelve years, there has been eight murders that remain unsolved in Paris Texas, Lamar County. On April 30, 2014, the body of Troy Gray Jr. was found after he had been missing for three weeks. He lived in Paris Texas. His body was found near a creek off FM 195 in Red River County. He had been shot.

On October 9, 2013, the bodies of Romello Stewart, BriJonne Woods, Billy Carey, and Devante Akins were found in a house in Paris Texas. They were the victims of a quadruple murder. All had been shot multiple times.

On June 13, 2013, the body of Tramaine Kellum was found under a bridge in Lamar County. He had been shot.

On September 16, 2008, the body of Brandon McClelland was found on a county road in Lamar County. He had been dragged by a truck. He was taken to the area by two white men, Shannon Finley  and Charles Crostley. Finley had served time in prison for a prior murder where he shot his alleged friend, Mark Sneed, three times in th head. According to a sworn affidavit by Lamar County investigator Chris Brooks, Finley was driving McClelland and Crostley in his truck when McClelland and Crostley argued  because McCllland said that Finley was too drunk to drive. McClelland exited the truck and Finley ran over him and drug him for a distance. Although Finley and Crostley were arrested, they were released in June of 2009 with the claim that there was not enough evidence to take them to trial. The claim was that a gravel truck driver, Garry Clark had stepped forward to say he might have ran over McClelland. However, during a civil trial against Clark and the trucking company, it was revealed that sheriffs  had spoken to Clark and examined his truck while parked at a truck stop on the morning of the dragging death and did not find any blood or tissue. Clark testified at trial that he was contacted by Ray Ball on April 20, 2009. He said that Ball told him that he was with the Paris Police Dept and asked him to go to Paris attoney Michael Moshers office and give a statement. He said he did what he was told to do. He said he was scared. He said he talked to Jim Chadwick, who is an investigator for Lamar County, Ben Massar, who was Finleys attorney, David Turner, who was Crostleys attorney, and Toby Shook who was the special prosecutor in the case. He said that David Turners wife was there as court reporter. Clark testified that although he never hired an attorney or asked for an attorney, he was told that Michael Mosher was his attorney and they were giving him immunity. He said they asked him to sign some papers. he said he did as he was told and never spoke to any of them again. Clark also testified that Brandon McClelland was not walking or laying in the road because he would have seen him. Texas Ranger Stacy McNeal testified that the scene of the dragging was not consistent with a hit by a truck driving by at 50 miles an hr. He said it was more consistent with someone running over him at a very slow speed and then dragging him, which is what was described in Chris Brooks affidavit. According to Texas Ranger Stacy McNeal, the case remains an open murder investigation.

On September 15, 2002, the body of Gary Allen Whitney was found on a street in Paris Texas. Gary was walking to his home which was a block away. He had been shot multiple times in the back.

There have been no arrests made or no suspects named by police in any of the murders with the exception of those in Brandon McClellands case. Paris Police Department has no homicide division. When questioned about this, Paris Police Chief Bob Hundley responded that this is common in small towns. While that may be true, its not common to have so many unsolved murders in small towns. Obviously, not having a homicide division is not working.
