Elvis sat in mayor Garcetti's office. And Garcetti's last homeless policy director looked Elvis right in the eye and said, "[We] don't give a shit about the homeless, it's not our top priority." In my last petition update titled Elvis Summers Must Wear a Bulletproof Vest?! https://www.change.org/p/eric-garcetti-we-demand-a-moratorium-on-development-and-on-vagrancy-laws/u/16655447 a total of 32 comments were made. Many of the comments were by the group in San Pedro that Elvis refers to in Luke Rudkowski's video above. I cannot view several of those comments since I blocked those same abusive people in the past. However, I've been waiting patiently for a reply from someone I did NOT block – Eva Ozaeta, a panelist at L.A. City Attorney's Office (Mike Feuer). Seems she doesn't want to respond to me (after I responded to her). Here is what I wrote: "Oh hey, since you are from the L.A. City Attorney's Office, can you explain why the information (records and archives) for residents link isn't working? https://www.lacity.org/for-residents/information-records-archives Also, when I visited the California Department of Housing and Community Development, under HCD's Loans, Grants and Enterprise Zone Programs I discovered the notice "No current funding being offered for this program" for the following: 1) Affordable Housing Innovation Program – Local Housing Trust Fund Program (LHTF) 2) American Recovery and Reinvestment Act – Homelessness Prevention and Rapid Re-Housing Program (HPRP) 3) Building Equity and Growth in Neighborhoods Program (BEGIN) 4) CalHome Program 5) California Self-Help Housing Program (CSHHP) 6) Downtown Rebound Program (DRP) 7) Emergency Housing and Assistance Program Operating Facility Grants (EHAP) 8) Exterior Accessibility Grants for Renters 9) Federal Emergency Shelter Grant Program (FESG) 10) Jobs-Housing Balance Incentive Grants 11) Joe Serna, Jr. Farmworker Housing Grant Program (JSJFWHG) 12) Workforce Housing Reward Program Yet, the Office of Migrant Services (OMS) program (which develops, owns, and funds the operation of seasonal housing for migrant farm workers) is budgeted and contracted annually. The HUD Resources listing: https://www.hudexchange.info/news/coc-competition-focus-creating-a-systemic-response-to-homelessness Under Making Assistance Appealing and Accessible states: "We encourage providers to use a Housing First approach whenever possible. This means that housing is operated without preconditions or participation requirements, and the actions that can cause someone to be terminated are limited to those that are necessary to protect the health and safety of other residents and staff." Just thought you and Los Angeles City Attorney Mike Feuer might need a reminder." In the past, I used to think people were exaggerating about the 'government only helping migrant workers'. But I was shocked to see the funding cut for a dozen programs (including Emergency Housing and Assistance Program Operating Facility Grants (EHAP). It's almost as if they WANT to keep people homeless. Even more baffling is the fact that it costs substantially less to house people. So why would they be vehemently opposed to private citizens pooling their own money (not the City's money) to provide Tiny Homes instead of tents? I can imagine a few reasons; most troubling is that they want people to be homeless so they die sooner. People without a locked door to protect them are 13 times more vulnerable to acts of violence. One in four violent acts on a homeless person results in death. But it doesn't stop there. In another petition I am working on about the deadlier strain of the Zika virus, it's becoming obvious that homeless people will be the most affected. This deadlier strain not only affects babies but causes paralysis and even death in adults. A Tiny Home would no doubt keep more homeless people protected from the mosquitoes carrying this Zika virus strain. Again, I think the City of LA would rather let people die on the street than help them. On a positive note, we all look forward to hearing about what Elvis Summers and his team are working on. The City of LA has violated both the Universal Declaration of Human Rights and the Constitution. UN's Declaration of Human Rights: Article 1. All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. Elvis Summers and his team are acting towards fellow citizens "in a spirit of brotherhood". Article 5. No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. [It is both cruel and inhumane to put people out on the street.] Article 17. 1) Everyone has the right to own property alone as well as in association with others. Citizen investment funded the Tiny Homes; it was illegal for the City to confiscate them in the first place. 2) No one shall be arbitrarily deprived of his property. Article 25. 1) Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, HOUSING and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control. Constitution: The Fourth Amendment (1791) protects people against unreasonable searches and seizures of either self or property by government officials. The Eighth Amendment (1791) protects people from having bail or fines set at an amount so high that it would be impossible for all but the richest defendants to pay and also protects people from being subjected to cruel and unusual punishment. The Fourteenth Amendment (1868) granted United States citizenship to former slaves and to all persons "subject to U.S. jurisdiction". It also contained three new limits on state power: a state shall not violate a citizen's privileges or immunities; shall not deprive any person of life, liberty, or property without due process of law; and must guarantee all persons equal protection of the laws. REMEMBER: "No state shall convert a liberty into a license, and charge a fee therefore.” (Murdock v. Pennsylvania, 319 U.S. 105) “If the State converts a right (liberty) into a privilege, the citizen can ignore the license and fee and engage in the right (liberty) with impunity.” (Shuttlesworth v.
