The Issue
We, the undersigned students of the University of South Africa (UNISA), are formally submitting this petition to register our deep dissatisfaction with the current financial and digital support frameworks.
As a distance learning institution, our ability to succeed is entirely dependent on reliable connectivity and sufficient financial stability. Current arrangements are failing to meet these basic requirements, thereby threatening our academic progress.
We formally request urgent intervention regarding the following critical issues:
1. Consistency and Reliability of Disbursement: Following the systemic failures of the previous academic year, where many students did not receive their allowances in a timely manner, we demand a guarantee of consistent and predictable disbursement schedules. Timely payment is essential for students to maintain their living arrangements and manage study-related obligations.
2. Adjustment of the Living Allowance: The current monthly allowance of R316 is inadequate and fails to reflect the current economic realities and the specific costs associated with our studies. This amount is insufficient to cover essential expenses, including transport to UNISA regional centers and libraries, as well as costs associated with mandatory practical components of our qualifications. We urge a review of this allowance to ensure it is aligned with the actual cost of living and the financial demands of university education.
3. Reinstatement of Academic Data Allowances: As an institution that relies on an online-first model, internet access is not a luxury—it is an academic requirement. The absence of a stable, institution-provided data allowance places an undue burden on students, particularly those from low-income households. We demand the immediate reinstatement of a comprehensive data allowance that enables all students to access learning materials and submit assessments regardless of their socioeconomic status.
Rationale for this Petition:
The current support structure forces students to make impossible choices between academic participation and basic survival, such as electricity and nutrition. This creates a significant barrier to entry and completion for students from vulnerable backgrounds. Education is a constitutional right, and it is the responsibility of the university and the funding scheme to ensure that the environment remains conducive to success for all students, not just those with independent means.
We believe that these reforms are essential to uphold the integrity of our qualifications and to ensure that no student is disadvantaged due to financial and digital exclusion. We request a formal response and a clear timeline from all relevant stakeholders regarding how these grievances will be addressed.
