Ensure Women’s Safety In Guwahati

Subject: Memorandum to take necessary steps to ensure women safety in Guwahati city.

Respected Sir,


Through this application we would like to draw your attention towards the declining safety of women in Guwahati which disrupts as well as hampers growth of women in all spheres. The acclaimed smart city Guwahati has witnessed around 8700 cases of crime against women since 2016. Even though being a quintessential spot for economic and educational activities in the Northeast, the city is lagging far behind in facilitating safety and security to half of its population.

This increase in crime against women at an alarming rate across India as well as Assam has led to severe tension amongst the women population thus hampering the growth. Thus, the DYFI Kamrup Metro after a series of discussions through a collective consensus has identified the below mentioned demands as an initial step towards ensuring safety of women in public spaces:

  1. Increase the number of functioning street lights. Even after expending crores of rupees for street light installation, many areas in Guwahati are unlit which raises a serious concern. Guwahati Municipality Corporation should raise accountability and channelize appropriate allocation of funds.
  2. Initiate regular police patrolling.
  3.  ⁠Install CCTVs in all the public places. This includes city buses and stoppages too.
  4. Restart separate bus service for women in Guwahati and increase the total number of buses and exntend city bus timings till 11PM. The separate bus services initiated under "Bhraman Sarathi" scheme in 2021 is totally inoperative on today's date. Around 24 buses were allocated for women and senior citizens which are seen stranded in Guwahati's ASTC complex. Also, the number of city buses running in almost all the routes start decreasing after 8PM. Thus, a fixed timing along with separate buses should be increased. The government should also launch an App to track bus services for passengers' convenience.
  5. Start awareness campaign regarding the toll free helpline number for women in distress. Display the number visibly in public places and transports.
  6. Ensure proper implementation of POSH Act at all workspace.
  7.  ⁠Constitute Fast Track Courts for dispensing swift justice. The 14th Finance Commission recommended the constitution of 1800 fast track courts across the nation, whereas around 880 have been constituted so far. Number of FTCs in Assam is only 45 and 2 in Kamrup(M) as per a report from Judicial Branch. This shows the plight of legal mechanism in Assam and the government's intention towards deliver justice to victims of such heinous crimes.
  8. Start Gender Sensitization amongst public through campaigns and advertisements.
  9. Ensure separate toilets for women in all public and private institutions.

The DYFI Kamrup Metro demands the immediate fulfillment of the aforesaid measures within a stipulated time.
