Ensure Meaningfull Debate for the Fairground Development Project

Ensure Meaningfull Debate for the Fairground Development Project
The Issue
The short version is, that I have sent freedom of information requests for the relevant documentation, but to ensure they don't use laws to restrict access I need to show public interest outweighs that, so please sign the petition and help me push for open, meaningful debate
Longer version
This is to allow meaningful debate on the development plans for the Fairground Development Project; the Waverly Council has said they have no plans. However, the documentation seems inconsistent, with more details in the link.

The council has seen fit to restrict access to most of its documentation, but that does not apply if the public interest is more than the public interest is in maintaining it,
By Virtue of Paragraph 3
Information relating to the financial or business affairs of any particular person (including the authority holding that information)
is exempt information if and so long, as in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information
11.1. There is currently, no budgetary allocation for the scheme. The report is therefore, seeking endorsement of a business case for onward transmission to the Full Council for approval. Subject to there being approval by the Council, the report is seeking approval of a competitive dialogue procurement strategy for the purposes of procuring a development partner. The decision to award resultant contract for development partner will be subject to further Executive decision.
As the meeting agenda for the 9th of April of the executive committee explains in the legal implications section, the business case is a key requirement and as the council is keen to show they have no firm plan or procurement in place, the public interest in know the reason for the decisions outweighs any contamination of the not yet started procurement process.
