Ensure justice for harassment victims at Kwajalein base
The Issue
I never imagined that myself and other women on the base would find ourselves in a position where speaking out for justice would be met with retaliation and silence. One of the victims, a dedicated employee, was forced to resign after courageously reporting an incident of sexual harassment by Officer Philip Harry, a contractor with security. It was devastating for her to face consequences for seeking justice on a US Army military base, Kwajalein. It was an obvious message to other female coworkers and women not to report or else face retaliation and termination.
Despite filing numerous complaints, including with local police, military base police, and the Inspector General, the harassment continued unchecked. We reached out to sexual harassment advocates both on and off the base and although the local AG found some evidence, and there are women who came forward including myself, and the fact that one of them was fired right after she reported. Officer Harry was not put on administrative leave while one case has been pending on to two years now. Officer Harry, a known friend of his superior, continues to operate freely, mocking the very systems designed to protect victims.
Our story is not unique; several women have endured similar harassment at the hands of this officer, yet justice remains elusive. The security company, seems to routinely employ security officers with histories of misconduct, further endangering those they are meant to protect.
Recently, I myself became a direct target. Despite having a No Contact Order against Officer Harry, he entered the public restroom I was using, trespassing into my privacy challenging the local authorities. This flagrant disregard for safety and justice cannot continue.
We urge immediate action to investigate the actions of Officer Harry and the hiring practices of the security contract. We demand a thorough overhaul of the complaint and enforcement mechanisms on military bases to ensure that victims are protected, not punished.
We call upon the commanders of Kwajalein base and relevant authorities to enact strong policies that prioritize the safety and dignity of all individuals, especially women, from harassment and undue retaliation.
