Let us be aware of how our confidential funds work and go, as there is no transparency.

We hope that the national government will realize the importance of being concerned with the transparency of our funds. Let us raise our voices and make a difference. on all our compatriots, as it can affect not only us but also our beloved country. If we don’t speak up, even the smallest change won't happen!

 

Those who are affected:

The general public will be impacted by the hiding of private funds, as they might not have access to necessary services or resources in the event that the funds are misappropriated or misused. Taxpayers are particularly impacted, as they fund these allocations without clear insight into how their money is being spent. Vulnerable people may be denied access to resources that could improve the quality of their lives if funds are mishandled. Government personnel and agencies could face legal action as a result, further harming those in need.

Even before 2025 began, rumors were already circulating about the misuse of confidential funds in the government. Allegations of misappropriation, lack of transparency, and political tensions surrounding these funds have only intensed. Some may say:

  • "What? That much money just disappeared?"
  • "Confidential funds? More like ‘personal funds’!"
  • "Who’s really benefitting from these so-called ‘confidential’ funds?".

Vice President Sara Duterte's suspected mismanagement of confidential and intelligence funds (CIFs) has brought the Philippines into a major political crisis. The controversy surrounding Vice President Sara Duterte’s access to ₱612.5 million in CIFs has raised serious concerns about legality, and responsible governance.

Records show that in December 2022, the OVP accessed confidential funds through a transfer initiated by the Office of the President, despite these funds not being included in the 2021 General Appropriations Act. Atty. Barry Gutierrez, spokesperson for Vice President Leni Robredo, confirmed that former VP Leni Robredo never requested such funds. In addition, from former Senate President Franklin Drilon stated:  

  • “There was no item. Since there was no item then, you could not augment. The key is augmentation. If there is zero budget, what can you augment? There is no deficiency in the item that needs augmentation."

Emphasizing that augmenting a non-existent budget item is unlawful.

If the OVP’s confidential funds weren’t part of the approved budget, then where did the money come from, and how was it justified? This raises serious concerns about transparency, as taxpayers deserve to know how public funds are being allocated and whether proper financial rules were followed.

In her last speech, Vice President Duterte defended the importance of confidential funds, emphasizing their necessity.

  • Filipino citizens “can go about their daily lives without fear, and our children can receive an education in a safe environment, and our businesses can thrive without the shadow of insecurities.”

While VP Sarah argues that confidential funds ensure public safety and stability, the lack of transparncy in their allocation raises concerns about potential misuse.

 

As taxpayers and co-citizen, we deserve:

  1. Full Transparency – A comprehensive audit and public disclosure of how previous confidential funds were used, particularly the ₱125 million spent by the OVP in 2022.
  2. Strict Accountability – Clear legal action against any misuse of CIFs and adherence to budgetary laws that prevent unauthorized fund transfers.
  3. Proper Oversight – Strengthened regulations ensuring that CIFs are only allocated to agencies directly involved in national security and intelligence operations.

We, Filipinos, must stay vigilant and demand transparency in the use of confidential funds to prevent misuse and corruption. The government must ensure strict oversight, conduct thorough audits, and hold officials accountable for every peso spent. Now is the time to speak up and push for a system that prioritizes honesty, integrity, and the people's welfare.
