

As we approach the festive season, a time for compassion and giving, we’re reminded of the growing need for a safe, reliable, and ethical animal shelter in our community. While other rescue groups across the region are already stretched to capacity, the Innisfail shelter—funded by public money—should be stepping up to provide care and rehoming for animals in need. Yet, serious concerns remain about its operations, transparency, and commitment to the animals it was established to protect.
This year, the Fair Work Commission (FWC) determined that the volunteer arrangement for the Cassowary Coast Paws and Claws Association’s caretaker was unlawful. This arrangement stripped her of her workplace rights and entitlements, and despite the FWC’s ruling, the Council under CEO Andrew Graffen has refused to take any meaningful action to address this serious breach of the law. Instead, while the matter was still before the FWC, the Council took steps to assist with removing the caretaker from council-owned accommodation, rendering her and her family homeless. This action completely disregarded the legal authority of the FWC process and the caretaker’s rights.
The Cassowary Coast Regional Council, under the leadership of CEO Graffen, continues to fund and provide rent-free facilities to the Association while turning a blind eye to unlawful practices and the misuse of public resources. Despite repeated concerns raised by the community, the Council’s leadership has deflected responsibility and refused to intervene, leaving the shelter operating without accountability or oversight.
This Christmas, we’re calling for accountability. CEO Andrew Graffen must take immediate steps to ensure that public money and assets are used lawfully and ethically, and that no one else is treated unfairly under Council-approved agreements. It’s time for the Council’s leadership to recognise its duty to protect both the animals and the people impacted by its agreements.
