The Issue
I am hoping to bring to your attention a distressing incident that occurred during my recent cruise with Ambassador Cruise Line aboard the ship *Ambience* from August 10th to August 22nd. As a concerned mother and passenger, I believe it is important to raise awareness about this matter to help prevent similar incidents in the future.
During the voyage, my daughter was approached late at night by a staff member who falsely portrayed himself as a member of the security team. He attempted to lure her into staff quarters away from public areas. Fortunately, she realized the potential danger and fled back to me, reporting the incident immediately.
Subsequently, the same staff member offered to escort a female solo traveller to her cabin, during which he sexually assaulted her. We reported this serious incident to the ship’s deck crew. Initially, it was not taken seriously until they discovered there was a Metropolitan Police officer onboard who managed to contact her department online, as we had no network connectivity at sea. My partner also reported the incident to maritime police, who logged it but could not provide a reference number.
When the ship docked in Essex, police officers were waiting, and both known victims and I were interviewed. The solo traveller was taken to hospital for a rape kit and medical care. The staff member was identified as part of the fire team, not security, and was subsequently arrested.
However, it has now emerged that he was released at 11 pm last night—not due to a lack of evidence but because of jurisdictional issues. He is currently being accommodated in a hotel at taxpayers’ expense, despite the serious nature of his actions. We are deeply concerned that he remains free to potentially reoffend once the ship departs again this Monday.
Our primary aim is to raise public awareness about this incident and to prevent such cases from occurring in the future. We would appreciate any assistance or coverage to help highlight this issue and advocate for better safety measures on cruise ships.

The lack of clear jurisdiction over crimes committed at sea often results in inadequate responses from authorities, leaving passengers vulnerable to threats. This gray area can expose passengers, especially women and children, to significant risks while traveling.
International maritime law must be revisited to better define jurisdiction guidelines and enhance passenger safety protocols. There should be mandatory, rigorous background checks for all cruise staff, and security personnel should be distinctly identifiable to prevent impersonation. Regular training should be conducted for staff to handle potential threats effectively.
Additionally, it is crucial for passenger safety to ensure that emergency communication channels are readily accessible to passengers. A system should be in place where passengers can report any suspicious activity immediately to an onboard safety office, with guarantees that these reports will be seriously investigated regardless of the ship's location.
These measures should not only be policies specified by individual cruise lines but enshrined in international maritime law, ensuring consistency and enforceability across all borders. Recurrence of incidents, like the one my daughter experienced, should be fundamentally prevented through improved and universally applicable laws.
