The Issue

The integration of Information and Communication Technology (ICT) in education has the potential to enhance learning, but many schools still face challenges in fully implementing it. ICT tools such as computers, educational software, learning management systems, and internet resources can improve student engagement, support interactive learning, and provide access to vast information. According to global education reports from organizations like UNESCO, ICT can help develop critical thinking, collaboration, and digital literacy skills that are essential for the 21st century. However, unequal access to technology, limited infrastructure, and insufficient teacher training remain major barriers.

In many schools, especially in developing countries, students do not have enough devices or reliable internet connections. This digital divide creates inequality in learning opportunities, as some learners benefit from online resources while others cannot. In addition, some teachers are not fully trained to use ICT effectively in the classroom, which reduces its impact on teaching and learning. The Department of Education has promoted ICT integration through programs and digital learning initiatives, but gaps in implementation still exist due to budget constraints and lack of technical support.

Students, teachers, and parents are the primary stakeholders affected by weak ICT infrastructure. Organizing signature drives inside schools, PTA meetings, and student councils can build strong support because they directly experience slow internet, limited computers, and outdated facilities. A recent initiative in Manila showed that upgrading ICT hubs and providing laptops and training increased student engagement and digital skills, proving that school communities benefit when they advocate for better technology.
