Physical abuse against animals should be classified as an arrestable offense instantly, enabling police to take swift action and have the authority to arrest offenders without a warrant. This will serve as a strong deterrent against animal cruelty and ensure a quicker response to such heinous acts, preventing further harm to innocent animals.
