Subject: Request for Strict Enforcement Against Defacement of Public Property Across Punjab

We, the undersigned citizens of Punjab, respectfully submit this petition seeking stronger action against the widespread defacement of public property throughout our cities, towns, and villages.

Walls, electric poles, road dividers, public buildings, flyovers, heritage structures, traffic signboards, and other public assets are routinely covered with posters, banners, flex boards, stickers, wall writings, and unauthorized advertisements.

These materials are often installed by:

* Political parties and candidates

* Religious organizations

* Commercial establishments

* Coaching institutes

* Event organizers

* Real estate promoters

* Individuals seeking publicity

Such practices:

* Damage the beauty and identity of our cities

* Create visual pollution

* Increase maintenance costs for local bodies

* Distract road users and create safety hazards

* Encourage a culture of lawlessness

* Send a message that influential groups are above the law

We believe that laws must apply equally to everyone, regardless of social, political, religious, or economic status.

Our Demands

1. Complete prohibition of unauthorized posters, banners, flex boards, wall writings, and advertisements on public property.

2. Immediate removal of all illegal publicity material by local authorities.

3. Heavy fines and penalties on individuals, organizations, political parties, religious bodies, and commercial entities responsible for violations.

4. Enhanced penalties for repeat offenders.

5. Recovery of removal and cleaning costs from the responsible parties.

6. Public disclosure of major violators to encourage accountability.

7. Designation of specific legal locations where advertisements and public notices may be displayed.

8. Creation of a citizen reporting mechanism through a mobile app, WhatsApp number, or online portal.

9. Strict accountability of local officials for failure to enforce anti-defacement laws.

10. A statewide "Clean Punjab, Beautiful Punjab" campaign promoting responsible public communication.

Responsible Publicity, Not Illegal Publicity

We fully support freedom of expression, community outreach, religious activities, social causes, and political communication. However, such communication should take place through legal and designated channels without damaging public spaces.

Public leaders, religious institutions, and community organizations should lead by example and uphold the highest standards of civic responsibility.

Punjab deserves clean, beautiful, and well-maintained public spaces.

We therefore request the Government of Punjab to take immediate steps to eliminate defacement of public property and ensure equal enforcement of the law for all.
