This petition is submitted in the interest of child safety, injury prevention, civil rights protection, and the enforcement of existing Texas and federal laws governing youth sports.
Petition Statement
We, the undersigned, demand immediate enforcement action to protect children and youth participating in soccer programs across Texas.
Across the state, youth players are being placed in unsafe competitions against opponents who are significantly older, larger, and more physically developed. This exposes children to unnecessary risk of serious physical injury and emotional harm. In some cases, children as young as 5 years old are placed in dangerous playing environments extending through age 18.
In Texas, many leagues and school-affiliated programs are operating without proper registration, oversight, or accountability. Even more alarming, matches are frequently officiated by individuals who lack verified referee certification, formal training, background checks, and ongoing evaluation. This directly threatens player safety.
Parents have repeatedly documented these failures through videos and reports showing referees ignoring clear fouls, failing to issue cards, allowing violent play, and tolerating discriminatory or abusive behavior. These are not isolated incidents — they represent a systemic breakdown.
Even more concerning, families who speak up often face retaliation. Parents report that when they raise safety concerns, leagues or schools remove, sideline, or drop their child from the program instead of fixing the problem. This silences reporting, protects misconduct, and leaves children unprotected. Retaliation against a child for parental advocacy is unacceptable and dangerous, and also unlawfully.
Referees are the first line of defense. When rules are not enforced, violence, hate, and corruption are allowed to grow. This failure places Texas children at risk and damages the integrity of youth sports statewide. In many cases parents presure put the referees in a situation where they have no choice tahm alouding the injury from happening. So parents musta also understand that the refferes are there to set the rules and make sure players are safety.
We Demand the Following Enforcement Actions
Immediate Actions (Within 30 Days)
Identification of all unregistered or improperly operating youth soccer programs all over the state.
Suspension of games officiated by unverified or uncertified referees
Immediate prohibition of retaliation against players or families who report concerns
Short-Term Actions (Within 60 Days)
Mandatory verification of referee licensing, training, and background checks
Enforcement of age, size, and safety rules across all Texas youth leagues
Disciplinary action against parents, leagues and schools that fail to comply with the rules and laws of the game.
Long-Term Actions (Within 90 Days)
Independent reporting and investigation systems for parents and players
Written non-retaliation policies protecting families and children
Public accountability reports from leagues and governing bodies
Texas has a duty to protect its children. Failure to enforce existing laws and safety standards places young athletes in danger.
