Traffic officials have consistently emphasized that parents allowing their underage children to operate vehicles is a significant contributor to these accidents. Minors lack the necessary skills, judgment, and understanding to navigate our roads safely, putting themselves, pedestrians, and other drivers at risk.

While the government has made commendable efforts to enhance road safety, the challenge of underage driving persists. There is a need for stricter enforcement of existing laws and greater public awareness about the risks and consequences of allowing minors to drive. Addressing this issue will not only save lives but also strengthen public confidence in the government’s commitment to road safety.

The Urgent Need for Action:

This petition respectfully urges the Jammu and Kashmir Traffic Police, the Regional Transport Office (RTO), and the Jammu and Kashmir Government to prioritize the issue of underage driving and implement the following measures:

1. Stricter Penalties for Parents and Guardians:

We request the government to introduce legal measures holding parents directly accountable for allowing minors to drive. This could include heavier fines, vehicle confiscation, and mandatory road safety education programs for parents. 3. Increased Enforcement and Monitoring:

We appeal to the government to enhance traffic policing in high-risk areas and implement targeted operations to catch underage drivers. Measures such as random checkpoints, patrolling, and surveillance systems (e.g., CCTV cameras) can be effective tools in this regard.

4. Anonymous Reporting System:

An accessible and anonymous reporting mechanism would empower citizens to report incidents of underage driving without fear. A dedicated helpline, mobile app, or WhatsApp number could enable timely action and community participation in addressing this issue.

5. Revised Legislation and Road Safety Protocols:

We request a review of traffic laws to ensure stringent penalties for underage drivers and those who enable them. These laws should be widely publicized to deter such behavior. Additionally, the enforcement of speed limits, vehicle safety inspections, and traffic calming measures in high-risk areas would further enhance public safety.

6. Prohibit Sale of Fuel to Minors Without a Valid License:

A significant enabler of underage driving is the ease with which minors can access fuel. We request the government to direct petrol pump operators to refuse fuel sales to individuals unable to present a valid driving license. Surprise inspections and penalties for non-compliance would help enforce this measure effectively.
