Rape and sexual violence are among the most horrific crimes imaginable. They rob victims of their dignity, safety, and peace of mind, leaving physical, emotional, and psychological scars that can last a lifetime. How many more lives must be shattered before the system responds with the urgency this crisis demands? How many more survivors must endure fear, silence, and delay before justice becomes swift and certain? Yet despite legal reforms over the years, India continues to witness shocking incidents of rape, gang rape, sexual assault, child sexual abuse, and crimes against women that repeatedly expose serious gaps in prevention, policing, investigation, and the delivery of justice.

From the 2012 Delhi gang rape that shook the nation to the rape and the captivity off a 13 year old in Rajasthan for 5 days and sexual assault by over 30 men, and numerous other reported incidents involving women and children across the country, these tragedies demonstrate that existing measures have not been sufficient to prevent such crimes or reassure citizens that justice will be swift and certain. Every such case represents not only an individual tragedy but also a failure of the systems responsible for protecting people.

Far too often, investigations are delayed, forensic evidence is mishandled, trials take years to conclude, and survivors are forced to endure repeated trauma while seeking justice. These systemic shortcomings undermine public confidence, discourage reporting, and weaken the deterrent effect of criminal law.

We call upon the Parliament of India, the Government of India, state governments, and all relevant law-making authorities to undertake comprehensive reforms by drafting and enacting stronger legislation that provides the most severe punishments for those convicted of rape, aggravated sexual assault, gang rape, child sexual abuse, and other heinous sexual offences. The law must ensure that offenders cannot routinely benefit from undue delays or sentence reductions.

We further demand comprehensive prevention laws that address the root causes of sexual violence. These reforms should include stronger policing and surveillance in high-risk areas, faster forensic investigation, mandatory safety standards for educational institutions and workplaces, improved background screening where legally appropriate, better protection for survivors and witnesses, expanded public awareness on consent and gender-based violence, enhanced safety infrastructure in public spaces, and stronger accountability for officials who fail to perform their legal duties.

Lawmakers must also strengthen the implementation of existing laws by ensuring adequate funding for forensic laboratories, increasing the number of fast-track courts, improving police training, establishing clear timelines for investigations, and holding officials accountable for negligence, corruption, or deliberate obstruction of justice. Laws are only effective when they are consistently and rigorously enforced.

Every citizen deserves the right to live free from fear. Every survivor deserves swift justice, dignity, and support. Every offender who is lawfully convicted deserves a punishment that reflects the enormity of the crime committed.

We urge lawmakers to immediately draft, debate, and enact stronger criminal justice reforms that impose the harshest constitutionally permissible penalties for the gravest sexual offences, strengthen preventive measures, improve enforcement, and build a justice system that places the safety of victims and the protection of society above all else. Enough is enough. A nation that claims to protect its daughters, sisters, and children cannot keep responding to horror with delay, excuses, and empty promises.

The time for timid reform is over; the time for decisive action, uncompromising accountability, and fearless justice is now.
