Enforce Stricter Laws to Protect Animals from Abuse Regardless of Ownership

The Issue

I am writing this petition out of personal experience and despair. I have witnessed a horrifying scene where a horse was beaten until it was dripping blood. Despite having recorded evidence, I was helpless as the law stated that the horse "didn't belong to me". This is not an isolated incident - such abuse extends to many other animal species.

Current laws often fail to protect animals from abuse due to ownership rights, leaving bystanders powerless even when they have clear evidence of maltreatment. According to the Animal Legal Defense Fund, only a few states in America allow individuals other than government officials or animal control officers to intervene in cases of animal cruelty.

This needs to change. We need stricter laws that prioritize an animal's welfare over ownership rights and empower witnesses with enough evidence of abuse. The law should recognize that animals are sentient beings who feel pain and fear, not mere property that can be mistreated at will.

We urge lawmakers across all jurisdictions to revise current legislation on animal welfare and cruelty prevention. Let us ensure that no more animals suffer silently under abusive owners while witnesses stand by helplessly due solely to legal limitations.
