Enforce removal of derelict building in area of outstanding natural beauty

The Issue

The Headlands Hotel, Port gaverne,once a bustling establishment, became vacant in 2009 and since then has fallen into a state of severe disrepair. Plans were made to rejuvenate the site with a new hotel development, under planning application PA14/05464, which was granted approval. Unfortunately, this permission lapsed in 2017, and no further applications have been forthcoming.

Over the years, the situation has worsened significantly. The structure's roof is now crumbling, its walls covered in graffiti, making it not just an eyesore but a symbol of neglect in the Cornwall National Landscape. (Area of Outstanding Natural Beauty ). Of great concern is the safety hazard it presents; fencing meant to prevent access is routinely breached, with alarming reports of youths entering the building. The dangers were underscored in September 2025 when the fire service had to respond to a blaze at the site.

This derelict building stands as a glaring blemish amidst the natural charm and idyllic surroundings of Cornwall. It is essential for Cornwall Council to take immediate action using its powers under Section 215 of the Town and Country Planning Act 1990. By doing so, the unsightly and hazardous remains of the once-proud hotel can be removed, restoring the landscape to its former beauty and ensuring the safety of the local community.

We urge the Council to prioritize this issue, acknowledging the potential for this land to be revitalized in a manner that aligns with the values and aesthetics of the AONB.
