The Issue

Living in the serene community of Lower Las Colonias is meant to be a tranquil experience for the homeowners who have chosen it as their abode. Sadly, this peace is currently being shattered by incessant barking from dogs located on Wayne Chavez's land. These disruptions occur several times daily, invading our homes with a cacophony that makes it impossible for residents to enjoy their properties in peace. Furthermore, the health and wellbeing of the dogs on his property is questionable, as they have been observed to be locked in small cages open to the elements, battered by sun, wind and precipitation. The captivity of these dogs restricts their movement and ability to get exercise which is not only cruel but may also be partially responsible for their outbursts.

Homeowners, who rightfully wish to enjoy the quiet and serenity of their homes, are trapped in a cycle of noise that goes unaddressed. The persistent barking not only disturbs the peace but also affects the mental well-being of the community members, who must endure these disruptions day in and day out.

The problem lies in the lack of enforcement of animal control laws and noise ordinances that were established to protect community members from such disturbances. These laws are designed to ensure that everyone in the community can enjoy their property without audible invasion. However, without proper enforcement, they fail to serve their purpose.


Residents of Lower Las Colonias deserve to live without the constant disruption of excessive barking. This petition seeks to restore our right to peace, quiet and safety.  We urge Taos County law enforcement and the Taos County Commissioners to take action.
