Tarzana’s beauty and tranquility are being stripped and decimated as a direct result of the establishment of a homeless shelter, "Hope the Mission" (Tiny Home Village) on Topham and Yolanda off of Reseda/Oxnard. This shelter was founded in the middle of our residential community in 2021, without the consideration or voice of the city’s contributing residents. Since its founding, its residents have wreaked havoc, dismay, and consternation on our community.
The History (Before "Hope the Mission" [Tiny Home Village])
The city of Tarzana is a residential neighborhood where history, beauty, and community compassion intersect. Tarzana is known for its tranquil, tree-lined streets, well-maintained parks, and community values. Its residents are your everyday working-class Americans, paving the way for future generations to come and thrive. They play a vital role in maintaining and shaping the city's future, honing in on fostering a deep sense of connection and commitment to Tarzana’s unique presence and beauty.
There are an abundance of all sorts of areas/centers like residential neighborhoods, education schools/learning & educational centers, youth/elderly centers, health & wellness treatment centers/clinics, and many other potentially vulnerable and at risk community/neighborhood areas/centers in near proximity and vicinity of the "Hope The Mission" (Tiny Home Village), all being closely located within short walking distance.
Unfettered Homeless Encampment(s)/Street Fires
This petition is born out of personal concern and dire need for the safety and health of children and the elderly in neighborhoods that are continually at grave and vital risk, like mine around Reseda and Oxnard near the Orange Line Station in Tarzana. Since 2021 and higher in frequency recently, multiple fires have broken out in this area due to unlawful encampments established in brush-covered areas between residential properties and the Orange Line Busway road near this (Reseda Station) Orange Line Busway. These outlawed encampments not only pose a fire hazard, but also a potential arson threat to nearby homes. It is NOT whatsoever in any way acceptable that increasingly volatile encampments have been allowed to illegally encroach and encamp there, repeatedly putting the area and its residents at risk of destruction and tragedy, as the city as previously cleaned out these illegal dangerous encampment(s) in the past at this same location, they have allowed them to manifest over and over putting everyone at risk of loss and death. Accountability and responsibility must be restored immediately, as these levels of negligence and lawlessness are increasingly becoming more and more life threatening.
Fires which occurred numerous times recently (much too many in total over the past few years also) and possibly even being caused by arson, which should be considered terrorism, could result in lives lost, homes destroyed, and life savings decimated. They came within inches of this near catastrophic calamity. Action must be taken now by all representatives and authorities local, across the state, and along the entire nation, NO ONE needs nor should die or lose their livelihoods from preventable adverse fires and Fentanyl/Hardcore/Illicit drug circulation/distribution.
Open Public (Fentanyl, Methamphetamines, Heroin, Prescription Pills, Narcotics, etc./) Hardcore/Illicit Drug(s)/Substance(s) & Alcohol Use and Circulation/Distribution
Additionally, it is extremely distressing to witness open use of Fentanyl, Methamphetamines, Heroin, other illicit drugs/substances/alcohol, and lawlessness every day. This situation cries out for a robust response, and the need to impose zero tolerance policies on such activities for public health and safety.
Vandalism, Graffiti & Trash/Garbage/Sanitation Public Health & Safety Hazards
The streets of Tarzana continue to be littered with trash, drug paraphernalia, disposed bottles/cans, food, etc., specifically at the intersection of Topham/Bessemer and Oxnard/Reseda. The residents of the "Tiny Home Village" and those in the homeless encampments have zero consideration for the cleanliness of the neighborhood and the immediate impact that this is continually straining everyone. It is not our responsibility as contributing members of this society to clean up after others and pay out of our pockets for residential cleanup. The windows, walls, and fences of community member stores as well as homes continue to be vandalized by graffiti time and time again.
Safety Concerns (Increasingly Life Threatening)
There have already been dozens and dozens of reports for theft, vandalism, and public safety concerns over the years. Members of our community have to make multiple phone calls everyday to LAPD, 311, LA Metro, and the administrators of "Hope the Mission" (Tiny Home Village) to intervene. Our children and community residents do NOT feel safe walking in our own community anymore while it continues to get worse and worse over time.
Undeterred Open Public Congregation & Loitering
The open congregation in vicinity and proximity of the "Mission of Hope" (Tiny Home Village) in Tarzana of residents and undeterred homeless encampments has become an incredible concern and plight for our community. The congregation essentially results in drug deals/distribution/circulation, public drug use, indecent bodily exposure, and excessive noise disturbances. We have witnessed business owners have to defend themselves in attempting to scatter the congregation, putting themselves in harm's way. This is also having financial ramifications on business owners who are taking a great loss financially, because the congregation of these groups of individuals are scaring and intimidating off potential customers.
The Call To Action
It is imperative that we demand and we do demand policies on homeless housing that are accountable, cost-effective, rehabilitating, reciprocating, transparent, and require orderly obedience to rules and regulations, with proper oversight and security. The future of homeless policies must include mandated rehabilitation programs for continual received services, which will lead to employment or continual volunteer work.
Our Call of Action: *Specific Requests (Demands) of Local/City/County/State Officials, Federal Government, and all Law Enforcement*
- Implementation of a Zero Tolerance Policy towards unlawful homeless encampments, congregation, and public illicit drug/alcohol use in residential communities.
- The removal of "Hope the Mission" (Tiny Home Village) from our residential community due to its public safety hazard and lack of accountability for its role in our city's demise.
- Mandated policy and requirement for current or future homeless shelters within a 2.0 mile radius of schools, daycares, or residential homes, requiring 24-hour security supervision and monitoring with the specific purposes of ensuring shelter residents do not engage in illegal activity including, but not limited to: • Drug use
• Drug Dealing/Distribution/Circulation
• Littering
• Vandalism
• Arson
• Theft
• Harassment - Implementation of transparency and accountability towards reintegration measures for homeless shelter residents within a 2.0 mile radius of residential communities, schools, and/or daycares including, but not limited to: • Regular drug screens for residents with a zero-tolerance policy for drug use
• Residents that are found using, selling/distributing/circulating drugs, or engaging in illicit activity must be removed from shelters
• Mandated drug and alcohol treatment for all residents
• Specific and transparent admissions policy including the restriction of community outreach
• Path to housing with work required - All non profit agencies that are contracted with "Hope the Mission" (Tiny Home Village) and any other homeless shelters providing services to their residents are responsible for the indirect results of set service and will be held responsible for its outcome (i.e. food containers and trash scattered in the streets from free food disbursement, trash container overflows, needles found due to needle exchange programs, etc.)
- There must be increased security and patrols, the brush that conceals the illegal encampments must be removed as well as monitored, additionally public drug use and circulation must be prohibited while simultaneously being thwarted effectively and immediately.
This area in Tarzana which is in greater quantity of newly rich in illicit drug activity, that has a known and well documented history of violence, public drug use, vandalism, sanitation hazards, and lawlessness, which is elevated and exacerbated by the very poor and unsatisfactory management or lack thereof, of the “tiny homes” districts very close by to the Reseda Orange Line Station at Reseda/Oxnard in the San Fernando Valley of Tarzana, Los Angeles, California, USA, 91335 and from the lack of sworn duty that isn’t being implemented, the safety and well-being of all citizens are at absolute vital risk.

[all inclusive, but not limited to, (all stated above examples)], should be heavily if not totally restricted from establishing and operating 2.0 miles in circumference of all the aforementioned as well as additionally all other possibly potential vulnerable and at risk community/neighborhood centers not specifically cited, mentioned, nor named here, because they are magnets for the recidivism of acts within the domains of narcotics circulation/distribution/use and nearly almost every form of lawlessness and criminality at this current state without robust, strong, diligent, and firm standards for rehabilitation and the surveillance and enforcement against all the many things stated below in this petition initiative like for example rampant lawlessness of all shapes and sizes, form and severity, these/this "Tiny Home Village(s)" will continue to attract and beckon individuals that do not seek to be accountable for their services rendered/received and without having to give back to society for those services. A program that allows extendedly unemployed individuals, that are in many ways unaccountably and unethically getting excused from their inappropriate and in many ways criminal actions, because of their perceived "status," to spend tax payer hard-earned money at an ineffective and immoderately exorbitant manner that is so poorly managed and fundamentally incompetent/unaccountable in its construction down to its core, it attracts/magnetizes and unethically/wrongly 'appropriates' many individuals that may look to take advantage of an environment and policies that allow for them to do so looking to get away with many actions that would get many others prosecuted, because they were/are of a different perceived "status." These particular environments without the wise and correct zoning restrictions and placement away from all the stated zones above (all inclusive, but not limited to all the specifically aforementioned community/neighborhood centers), outstanding protocols to reintegrate the residents of these programs back into working society, strict surveillance and enforcement against all forms of (illicit, ie Fentanyl/Methamphetamines/Heroin/Prescription Pills/Narcotics/Etc.) drug(s)/substance(s)/alcohol use/circulation/distribution, open public congregation/loitering, encampment(s)/fires, vandalism/littering, theft/damage, public indecency, violence/violation, lawlessness, and housing of past sex offenders, these environments surrounding these broken programs will continue to attract and magnetize internal and external covert and overt operatives that mean to seek profit of the exploitation of addicted individuals and illegal as well as terroristic circulation/distribution of all forms of illicit and hardcore drugs/substances, while also habituating, inhabiting, and sheltering an ecosystem that integrates stolen merchandise, drug use/circulation/distribution, relative immunity to prosecution of criminal acts (due to some subjectively perceived "status"), mental health negligence, free services without work or rehabilitation/reintegration requirements, and lack of proper oversight, all into one tremendously viable opportunity for these particularly illegal and in many ways terroristic internal/external covert and overt operatives to take advantage of and create an environment of decay, depravity, and destruction.
