

Enforce a Quiet Zone on Franklin Street Railway
The Issue
Every day, we, the citizens of Manitowoc, WI, experience excessive noise that disrupts our sleep and daily routines because the railway near Franklin Street blasts its horn, even at disruptive hours such as 2 am. I am personally impacted by this disturbance as it not only disrupts my sleep, but frightens my pet frequently. Unnecessary and excessive horn blasts are not just a minor inconvenience; they impact our quality of life.
Noise pollution has been shown to cause a wide range of health issues, from sleep disorders to cardiovascular diseases. The World Health Organization states that noise pollution can have similar impact as well-known stressors, making it a serious public health issue (WHO, 2018). The need to address this is pressing.
Neighborhoods around the country have found solutions, like establishing quiet zones at night. The zone could run from 26th to 18th street, covering most of the residential zone in the area. In a quite zone, trains could still use their horns in an emergency, but would not regularly sound them. The introduction of quiet zones has also been linked to a general increase in the quality of life for residents in many areas.
By implementing a quiet zone in our locality, we can reduce unnecessary noise pollution and enhance our community's peace. We are therefore calling upon the railway authorities and our city council to enforce a quiet zone on the Franklin Street railway section, especially during the late-night hours.
