Mission & Purpose Statement
Petition to Support Shane Betzold's Endorsement for a Public Safety K9 Training Program in Cocke County, Tennessee

Our Mission
To secure official recognition and endorsement for the development of a professional K9 training and certification program serving Cocke County and the surrounding region. This endorsement requires no county funding, no tax increase, and no financial commitment—yet it has the potential to provide significant public safety, emergency response, and community service benefits for years to come.

Our Purpose
As a public safety professional with extensive experience in law enforcement support, K9 operations, investigations, security management, search and rescue, and emergency response, I have witnessed firsthand the critical role properly trained K9 teams play during emergencies.

Today, when a child goes missing, a vulnerable adult wanders away, a hiker becomes lost, evidence must be located, or an active threat emerges, Cocke County often relies on specialized K9 resources from outside jurisdictions. In many cases, response times can be delayed by one to two hours or more. During critical incidents, those lost minutes can make a life-saving difference.

This initiative is not a request for county funding, equipment, facilities, or taxpayer dollars. It is simply a request for an official endorsement recognizing the need for a locally accessible K9 training and certification program that can strengthen public safety capabilities throughout our community.

Benefits of a Local K9 Training Program
An endorsed K9 program would create opportunities for:

Faster access to professionally trained, deployment-ready K9 teams for search and rescue, public safety, and emergency response operations.
Enhanced support for law enforcement, fire departments, emergency management agencies, and volunteer search and rescue organizations.
Increased availability of properly trained service dogs for disabled veterans, first responders, and citizens with legitimate medical needs.

Professional development and certification opportunities for current and future K9 handlers and trainers.
Economic growth through participation in the rapidly expanding national K9 industry.
Responsible evaluation and placement of suitable dogs from reputable breeders and local shelters, helping reduce overcrowding while identifying animals with working potential.
Regional training events, certifications, seminars, and educational opportunities that can benefit surrounding counties and agencies.

A Commitment to Public Safety
Over the years, I have worked alongside law enforcement professionals, search and rescue personnel, emergency responders, and community organizations throughout multiple regions. I have dedicated my career to improving public safety capabilities through training, operational support, K9 deployment, and search and rescue consulting.

Despite efforts to discuss this need with various local leaders and stakeholders, meaningful progress has yet to occur. This petition is intended to demonstrate that the citizens of Cocke County recognize the value of proactive public safety solutions and support the development of local K9 resources that can benefit everyone.
