Endorsement of AMIE for the UPDA registration in Qatar.

The Issue

The purpose of this petition is to highlight the concerns of AMIE alumni who have encountered difficulty in advancing their careers since 2014 in the State of Qatar. In Qatar, the Ministry of Municipality and Environment does not recognize Section A and B examinations of the Institution of Engineers (India) as an equivalent degree in engineering for the purpose of registration of engineers with the UPDA (Urban Planning and Development Authority).

 

1.     It is submitted that the Associate Member of the Institution of Engineers (hereinafter referred to as the "AMIE") is a professional certification given by The Institution of Engineers (India). The Institution of Engineers (India) [IEI] is the largest multi-disciplinary professional body of engineers in India, established in 1920 during the British reign and incorporated under the Royal Charter on 9th September 1935 by the then His Majesty of King George V. The Institution of Engineers (India) as a pioneer body has been conducting Sections A & B Examinations popularly known as AMIE, successful completion of which is recognized as equivalent to a degree in appropriate branch of engineering by the government of India for the purposes of recruitment and promotions in Central Government and has notified through the Gazette notification No.F.24-6/2002- TS.III dated 16 January 2006.
 

2.     It is submitted that the AMIE degrees have been recognized globally. As a result of the AMIE program's global recognition, AMIE engineers have been permitted to work and study in migrant countries.  

                                                                                                                                           

3.     It is submitted that, in 2012, MHRD, Govt of India through vide office memorandum F.No.11-15/2011-AR (TS.II) withdrawn the recognition given to the professional bodies imparting technical education from 1st June 2013, giving permanent recognition to the students enrolled to the professional bodies/institutions before 31.05.2013 for employment and higher studies. 

 

4.     Many AMIE engineers in Qatar face issues with registration with the UPDA (Urban Planning and Development Authority) which comes under MME (Ministry of Municipality and Environment). The UPDA has not enlisted the Section A and B examination of IEI as a recognized degree in engineering for registration purposes in their database. AMIE engineers cannot obtain fresh or renewed engineering visas unless it is included. Now, many engineers have switched to supervisory visas, which ultimately affected their earning potential and career growth. 

 

5.     AMIE engineers used to get the registration and obtain an engineer visa until the National Board of Accreditation (NBA) representing India became a permanent signatory of the Washington Accord on 13 June 2014. NBA accreditation aims at easing the mobility of engineers for higher studies and employment. However, instead of facilitating more mobility, the NBA accreditation has resulted in the loss of jobs for AMIE engineers abroad.

 

6.     Several alumni, who have permanent recognition as stipulated in the MHRD OM F.No.11-15/2011-AR (TS.II) and were enrolled before 01 June 2013 attempted to present the issue to the Ministry of Education, India; unfortunately, no policy decision was made as the case is still pending.  

 

7.     The case (W.P. (C) 3790 of 2013) which is pending in the Hon’ble High Court of Delhi between MHRD, Govt of India versus IEI for almost 10 years and has considerable repercussions on alumni's career prospects and opportunities to pursue higher education abroad. It is the fact that the case is only related to the approval of those who got admission to the courses after the deadline date (31.05.2013) mentioned in the MHRD OM F.No.11-15/2011-AR (TS.II).

 

Therefore, it is requested that the Ministry of Education, Government of India, take the necessary steps to endorse the AMIE graduate with permanent recognition, as per the MHRD Office Memorandum F.No.11-15/2011-AR (TS. II) dated 6 December 2012, for the UPDA registration with the Ministry of Municipality and Environment, Qatar.
