End the Unconstitutional Bear Killing Program in Alaska

The Issue

Alaska is gunning down bears from helicopters — and it’s violating the state constitution to do it.

Under a controversial predator control program, the Alaska Board of Game has authorized the unlimited killing of brown and black bears across 40,000 square miles of public land. There is no population data, no cap on kills, and no scientific review. Just open-season aerial slaughter, happening near iconic places like Katmai National Park, Lake Clark, and the Yukon Delta.

This isn’t just unethical. It’s unconstitutional.

In 2025, the Alaska Superior Court struck down the original version of this program, citing a violation of Article VIII, Section 4 of the Alaska Constitution — the “sustained yield” clause, which requires science-based wildlife management. But just one week after that ruling, the Board of Game reinstated the program under the same flawed logic. And it’s now approved through 2028.

That’s not conservation. That’s defiance.

Wildlife experts, legal scholars, and conservation groups agree: this predator control program is illegal, unscientific, and dangerous. It threatens not only bear populations, but the ecological balance and global reputation of Alaska’s wildlands.

We call on Governor Mike Dunleavy, the Alaska Department of Fish and Game, and the Board of Game to:

  • Immediately repeal the Mulchatna bear control program
  • Follow the Alaska Superior Court ruling and uphold constitutional wildlife protections
  • Base all predator management on peer-reviewed science and population data.

If Alaskans want to protect their wilderness for future generations, that must include bears — and it must include the rule of law.
