End the Restriction on Dogs Being on Chains

The Issue

I've owned dogs for 14 years. Living in a small city setting, my pets have always preferred being on chains rather than being confined in fences. Restricting them to a small, enclosed space only inhibits their freedom and happiness. Chains, used responsibly, can provide dogs the liberty to roam around larger spaces, while still staying safe within the owners' premises.

However, there are growing restrictions and negative stigma around the use of dog chains. It is crucial to realize that every dog is unique, and not all may thrive in a fenced environment. With responsible ownership, dogs can live happily and safely on chains without suffering any harm or neglect.

According to the American Veterinary Medical Association, confining dogs in a fenced space can cause anxiety and increase their levels of stress; negative behavioral changes are often linked with changes in their living space (AVMA, 2016).

We propose a flexible policy - one that considers the individual habits and behaviors of each pet. This petition doesn't advocate for neglectful chaining but for understanding and respect for each dog's individual preferences. If the dog is happy, healthy, and safe on a chain, let them be.
